- Pre-Solicitation Notice: Firm Fixed Price Requirements Type Contract (RTC) to provide Spiral Journal with Pen. Journal shall be approximate 6 high by 4 7/8 wide. Note Pad will contain 120 perforated pages of lined paper. Spiral Note Pad cover will be in the ACU (Army Camouflage Uniform) digital pattern and colors and be made of heavy weight paper. Journal will be held together with eleven inch diameter metal rings large enough around to accommodate a rotating barrel ballpoint pen (described below). Army logos, contact info and brands will be printed on both the front cover and the back cover. The Rotating Barrel Ink Pen is to be approximately 5 5/8 inches long from end to end and approximately inch in diameter. The pen will have a clear plastic window on the barrel that is approximately 2 inches long and inch wide. The pen will contain a medium point black ink cartridge. The inside of the pen will have a white barrel that rotates turn each time the top of the pen is depressed. There will be four lines of text in black, printed on the rotating barrel inside the pen. Text will be printed so it is centered in the clear window each time the pen top is depressed. Additional printing on the pen will include print vertically on the clip of the pen, a two color star (white and yellow) will be printed on the top of the pen on the flat surface above the clip, and on the pen barrel, opposite the clip, the Army logo will be printed in black, white and Army yellow. The body of the pen will be printed with the ACU digital pattern and colors (ACU pattern file shall be made available). This contract is a Requirements Type Contract for the US Army Recruiting Command, Fort Knox, KY for base period with a one-year option. Estimated Quantity per year: 500,000. This Procurement shall be solicited as unrestricted. North American Industry Classification System Code is 322233 with a size standard of 500 employees. This will be a firm fixed price contract. Contractor shall provide two samples of the Spiral Journal and Pen that shall be representative of what ultimately will be produced. Samples must be representative of actual items being bid with the exception that they need not include our specific imprint or pattern/colors. The government anticipates issuing the solicitation on or about 12 December 2008. This is an estimated date. The solicitation and all amendments will be posted to the following web site http//doc.knox.army.mil. Contractors are cautioned to check this website for any amendments. Award will be made to the lowest priced, responsive, responsible quote.
