Description
The purpose of this amendment #0005 to Announcement #A2000090500, Solicitation Number N2000090500 issued on November 13, 2008 is to answer question(s) received to date. This amendment #0005 incorporates the questions and answers received to date, and is successive (Amendment #0004 was transmitted but due to technical errors, not posted to the Fed Biz Opps website as intended on 12-9-08). As such, this amendment #0005 takes the place of the missing Amendment #0004. The government has received the following question(s) to date: 1.Please clarify and describe the intended roles and services to be provided for the following disciplines (listed under "required" or "additional" disciplines in the solicitation):"Construction Engineering"Materials Engineering"Natural Resources"Audio/Visual Production ANSWER: Specific projects to be performed by this IDIQ have not been determined at this time. The list of required and additional services has been developed based on a range of past projects. Intended roles and specific requirements for disciplines will be developed as projects develop. 2.What is meant by "Licensed Mechanical Administrator" and "Licensed Electrical Administrator"? What are the specific requirements and intended roles for these disciplines? ANSWER: Again, specific projects to be performed by this IDIQ have not been determined at this time. The list of required and additional services has been developed based on a range of past projects. Intended roles and specific requirements for disciplines will be developed as projects develop. 3.Please clarify what constitutes a small business under this solicitation. Our firm is an architectural firm without landscape architecture (NAICS code 541310), for which the SBA size standard is $4.5M. However, the solicitation states that the size standard for this contract is $7M. Will our firm be considered a small or large business under this procurement, and if selected, will we be required to submit a subcontracting plan? ANSWER: In order for a firm to be considered small under the proposed projects NAICS code, the annual receipts must be under the current threshold of $7Million, as set by the SBA. The firm should consult with the SBA as to the size status under a NAICS they do not normally provide services for. The requirement for a sub-contracting plan is not required for small business in accordance with FAR Subpart 19. 4.Please clarify and describe the intended role and services to be provided under "Marine Architecture".ANSWER: Again, specific projects to be performed by this IDIQ have not been determined at this time. The list of required and additional services has been developed based on a range of past projects. Intended roles and specific requirements for disciplines will be developed as projects develop. 5.Are the SF 330 Part IIs included in the 100 page limitation? ANSWER: Yes. 6. After reviewing the other amendments, we would like further clarification regarding the "portfolio" referenced, and how it relates to the SF 330 Section F: Example Project Experience; By "portfolio" are you referring to the Section F project sheets, or additional project information? ANSWER: Portfolio makes reference to section F. 7.Please clarify how many projects can be used in Section F. ANSWER: Submittals intended to represent Section F should consist of only five (5) projects. This is the final amendment for this project.
