- Questions and Answers in response to FEMA Sources Sought /RFI Notice HSFEHQ09R0022 Question 1: How many NLSAs does a normal Distribution Center support? Answer 1: No set number. Among the contributing factors used within the determination is the scope of the disaster, geographical proximity to the DC and preposition capability. Question 2: What are the current Logistics Services required at FEMA HQ? Answer 2: This question does not provide a context needed to respond. Question 3: At each DC is there a FEMA person in charge of the site and operation, both during the regular and surge? Answer 3: Yes. Question 4: Is FEMA providing security for the DCs? Answer 4: Yes. Question 5: With the current list of equipment that will be provided, does it include alternative communication equipment, i.e. shortwave radios? Answer 5: If the question is, will communication capability be provided to the various FEMA sites by FEMA the answer is yes. Question 6: Is the inventory management system at each DC automated or manual? Answer 6: Manual. Question 7: The Logistics Workforce Doc has been issued three times as part of the procurement. It is not evident that there are any differences between the 3 versions released. Can you identify the differences between the 2 versions issued on 12/4 and the version issued on 12/5? It is not clear if an amendment has been issued and there is no description of the type of change that has been made. Answer 7: The document posted with the most current date is the current document. Question 8: Are there any incumbents for the opportunity under HSFEHQ-09-R-0022? Or is this a new opportunity? Answer 8: No. The RFI is not a Request for Proposal or Invitation for Bid; it is only to obtain market capabilities/industry comments and is to be used for informational purposes only. Question 9: If there is an incumbent could you please provide me with the contract number and company name? Answer 9: There is no incumbent. Question 10: If a contractor does not respond to the RFI does that mean that they can not bid on the project in the future? Answer 10: A contractor may bid on the project in the future if they do not respond to the RFI. The RFI is not a Request for Proposal or Invitation for Bid; it is only to obtain market capabilities/industry comments and is to be used for informational purposes only. Question 11: Can you tell me what has changed in this document? I can not find any changes from the December 5 version using the compare document function. Answer 11: The document posted with the most current date is the current document.
