Description
The Naval Air Systems Command intends to negotiate and award a Joint Capability Technology Demonstration (JCTD) contract for a Joint Multiple Effects Warhead System (JMEWS). The JCTD guidelines require integration of the JMEWS warhead into a Block IV Tomahawk missile and full systems test demonstration within 3 years. The JMEWS will be designed to be integrated into a Block IV Tomahawk because its extended operating range and in-flight command and control are critical to successfully mitigating the identified capability gap. These features of the Block IV Tomahawk, along with its existing shipboard infrastructure, will ensure that integration and performance capability requirements can be achieved with the available resources and schedule. Other platforms may be considered for future follow-on acquisitions after the JMEWS warhead design is optimized and successfully flight tested, subject to availability of funding. NAVAIR intends to award this effort to Raytheon Missile Systems, P.O. Box 11337, Bldg 9022 M/S K1, Tucson, AZ 85734-1337. Since 1998, Raytheon has been the sole developer, designer and manufacturer of the Block IV Tomahawk Missile. Raytheon solely possesses the current configuration technical data packages for the Block IV Tomahawk Missile. Raytheon currently manages the key requirements, interface, integration and verification documents for the Tomahawk Weapon System. The JMEWS JCTD warhead will require extensive weapons systems integration with the Block IV Tomahawk Missile. The integration will require specific engineering design data for the Block IV mechanical, electrical and functional interfaces. The systems/subsystems interfaces will include weight and balance, guidance and control, executive computer control software, and satellite data terminal, among others. Because detailed knowledge of the Block IV Tomahawk missile is required to perform the services and engineering support necessary, Raytheon is the only source capable of accomplishing the integration of this requirement in the required timeframe without significant duplication of cost. Raytheon will be the prime integrator of the warhead into the Block IV missile, however Raytheon will conduct a subcontractor competition for the warhead components.
