Description

The Bureau of the Public Debt, on behalf of the Financial Crimes Enforcement Network, intends to negotiate and award a purchase order on a noncompetitive basis to Cogent Communications Inc-1, 1015 31st Street NW, Washington, DC 20007-4406 in accordance with FAR Part 6.302-1 for the renewal of two 100MB fiber optic circuits for Internet Connectivity, for a base period and three one-year option periods. Cogent has wired (with fiber optic cable) the building that houses FinCEN offices to its network and is the only Internet provider to have done so. Therefore, Cogent can provide high bandwidth fiber optic connect (100MB) to the Internet for FinCEN and other building customers at low cost to the user. A new provider would be cost prohibitive to FinCEN and result in a disruption of service. This synopsis is a notice of intent to issue award using other than full and open competition and should not be considered a request for competitive proposals. NO SOLICITATION DOCUMENT IS AVAILABLE. A request for more information or a copy of the solicitation will not be considered an affirmative response. FinCEN will consider written responses received no later than 4:00 p.m. EST December 12, 2008 and must include sufficient evidence that clearly shows the vendor is a certified installer of 100MB fiber optic circuits for Internet Connectivity and can propose on the open market portion of this requirement. If no written response is received that clearly demonstrates the ability to meet all requirements and that is more advantageous to the Government, we will make a sole source award to Cogent Communications Inc-1. No telephone inquires will be accepted.
