- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number EA133M-09-RQ-0123 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. The associated North American Industry Classification System (NAICS) code is 336611 with a small business size standard of 1,000 employees. The National Oceanic and Atmospheric Administration (NOAA) Marine Engineering Division requires the following dockside services for the NOAA ship Henry B. Bigelow in accordance with the below specification. The NOAA Ship Henry B. Bigelow's home pier is located in Newport, RI. The vessel will be available for pre-bid inspection on Tuesday, December 16, 2008. Arrangements for inspection shall be coordinated with NOAA Port Engineer Ken Marston at 508-495-2347. ANTI-ROLL TANK REPAIRS AND PRESERVATION 1. SCOPE This Detail Specification contains the requirements for repairing cracked welds, installing gussets and blasting and painting the interior of the Anti-Roll tank on the NOAA Ship HENRY B. BIGELOW. 2. References a. NOAA Standard Specification MOC-000-3C, General Requirements for Small Contract ship Repairs 3. Government Furnished Material a. None. 4. Requirements a. Reference (a) forms a part of these Detail Specifications. All provisions and requirements contained therein are applicable to all work items, including all additional work items which are authorized by the Contracting Officer. b. All work is scheduled to be performed at Newport Naval Station, 68 Peary Street, Newport, RI. c. NOAA Ship HENRY B. BIGELOW, ABS ID Number 06142681, IMO Number 9349057, is a fully ABS classed ship. All modifications and repairs shall be accomplished in accordance with American Bureau of Shipping (ABS) Rules, maintaining the current ABS Classing. The NOAA Ship HENRY B. BIGELOW is currently classed  A1, Ice Class CO, ,  AMS,  DPS-1. d. The Contractor is responsible for the control, handling, and disposal of any hazardous materials generated during accomplishment of this contract. e. Remove all of the paint on the interior of the anti-roll tank using high pressure water. Remove all water and paint residue from the tank interior. NOTE: The entire tank is constructed of aluminum. The contractor may sandblast the paint off in lieu of the high pressure water. f. Inspect, with the COTR, all welds on the tank interior and record on a condition report all cracked welds found. Repair all cracked welds up to 20 linear feet. Repair all cracked welds that are found. If repairs to cracked welds exceed 20 linear feet it will be considered additional work. In addition, completely weld the bottom (both sides) of the four corner baffles. The baffles are currently stitch welded on each side along the deck. g. Fabricate eight gussets to reinforce the existing baffles. The gussets shall be fabricated out of ¼ inch 5086-H116 marine grade aluminum. The gussets shall triangular with the length of the sides being 3 feet by 2 feet and sniped. h. Install two gussets on the outboard side of each baffle. Space the gussets equally as possible along the baffles, i.e. 1/3 and 2/3 distance from the bulkheads, and shall be installed over frames located below the anti-roll tank for added strength. The gussets shall be welded all around. i. Crop off the goosenecks on all four vents for the anti-roll tank and extend straight portion of the vents up to the top of the handrails. Reinstall each gooseneck. j. Sandblast (SSPC-SP10 Near White Blast) the entire interior of the tank, including all baffles, to impart a 2-3 mil profile on all surfaces. Use non-metallic media when blasting the tank. Plug the two tank dump valves, located on the aft outboard sides of the tank, to prevent the sandblast material from getting into the valves. k. Thoroughly clean the interior of the tank. l. Paint the interior of the tank, the new vent pipe sections and all disturbed aluminum using two coats of bar-rust 235 at 5 mils dry coat. Install a stripe coat of a contrasting color over the first coat along all edges and welds. The top coat shall be white. Ensure that the new vent pipes have a 2-3 mil profile on the entire surface prior to painting. 5. Quality Assurance a. COTR inspection. END OF SPECIFICATION
