Description
This combine sources sought/synopsis is for information and planning purposes only; it is not to be constructed as a commitment by the Government. A contract may not be awarded as a result of this combined sources/synopsis. The Contracting Center of Excellence (CCE), on behalf of The Joint Chiefs of Staff intends to procure contract editors services as a small business set-aside. The capability package for this sources sought market survey is not expected to be a proposal, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Interested small businesses that are certified and qualified as a small business concern in NAICS code 561410 with a size standard of 7 million are encouraged to submit their capability packages. Capability packages must not exceed 20 pages and must be submitted electronically. Small business is to outline their experiences in the following: Describe your firms capability to proof read and edit documents. Describe your firms knowledge of editorial principles and techniques of communicating information to ensure that the style and manner of presentation of the information suits the intended medium; the subject matter is sufficiently clear and cogent to convey the appropriate message to the intended audience; and issuance fulfills its communications objectives. The comprehensive knowledge of grammar, punctuation, spelling, and good English usage of your employees. Describe your firms knowledge of classification procedures to ensure documents are marked properly and apparent classification inconsistencies are corrected, capitalization, spelling, compound of words, use of italics (or substitutes therefore), abbreviations, numbers symbols, accurate use of command or organization titles ( and the explanation thereof), and the knowledge of military terminology. Note: In addition, the following questions must be answered and elaborated on as part of the package: (1) Financial Capability- Does your firm have the financial capability to withstand a negative cash flow of $20,790.00 per month? (2) Past-Performance-Does your firm have the relevant past performance within the last three years (include contract numbers, contract type, dollar value of each procurement, points of contact, and brief description of the work performed)? And (3) Corporate Experience-Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the PWS? If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 1:00 PM December 19, 2008, the requirement will be solicited as a 100% set-aside for small businesses concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement ( Denard Mosley at (703) 695-2952 email: MosleyD-HQTMP@conus.army.mil or Gayna Malcolm-Packnett email: gayna.c.malcolm@conus.army.mil. A Firm-Fixed Price contract is anticipated. The anticipated period of performance will be from January 1, 2009 to September 30, 2009 with four options period. The place of performance will be room The Pentagon Washington DC, 20318-0400. Contractor personnel will require top secret clearance. A written Request for Proposal (RFP) will be posted on or about December 19, 2008. The RFP must be retrieved and downloaded from FedbizOps. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below: No solicitation mailing list will be compiled.
