- The Naval Medical Logistics Command intends to negotiate with vendors on an open competition basis to procure an ophthalmic ultrasound scanner on behalf of the United States Navy. Offerors are required to forward proposal and technical documentation by 23 DEC 08 @ 12:00pm. The technical documentation will be compared to the essential minimum essential characteristics and the evaluation factors listed below. Essential Characteristics: The requirement is for an ocular ultrasound system. The system shall be capable of scanning the interior of the eye for ocular tumors, ocular trauma, retina detachments, vitreous hemorrhage, choroidal detachments, and measuring the length of the eye for the purpose of calculating a prosthetic intraocular lens during cataract surgery. The system shall be capable of performing B-scan with a 10 MHz probe. The probe shall also be capable of cross vector A-scan. The system shall be capable of performing A-scan with a 10 MHz probe with contact and immersion capabilities and IOL calculation for cataract surgery. Electrical requirements are 120 VAC, 60 Hz. Evaluation Factors: Technical proposals must include sufficiently detailed information to enable evaluation based on the four (4) factors listed below in order of decreasing priority: 1.) Equipment Factors; Conformance to Essential Characteristics and Standardization; 2.) Human Factors; a.) Simplicity; b.) Ease of Use; 3.) Quality; a.) Warranty; b.) Parts Availability; c.) Parts Cost; d.) Serviceability; 4.) Instruction Materials; a.) Operator’s Manual; b.) Maintenance Manual Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. The system shall be installed in compliance with OSHA requirements. Market Acceptance Criteria: The vendor shall be capable of shipping to and providing parts and service to the Naval Hospital Guam.
