Description
Pre-Solicitation Notice The United States Government, represented by the United States Agency for International Development (USAID), intends to issue a solicitation for a new USAID Afghanistan project to increase access to potable water supply and sanitation services in poor communities, decrease the incidence of water-related diseases through household hygiene interventions, and improve the sustainable management of potable water quality and quantity in project-assisted communities. The Sustainable Water Supply, Sanitation and Hygiene SWASH Project is a new USAID/Afghanistan project to improve the long-term technical, financial and environmental sustainability of potable water supply and sanitation services and improve hygiene behaviors for poor and vulnerable populations in Afghanistan. USAID intends to implement this project through a Direct Contract, awarded through open competition (estimated approximately $60-75 Million over five years). Through this new project, USAID/Afghanistan hopes to increase access to potable water supply and sanitation services in poor communities, decrease the incidence of water-related diseases through household hygiene interventions, and improve the sustainable management of potable water quality and quantity in project-assisted communities. The project seeks to support Provincial Reconstruction Teams (PRTs) and other key stakeholders in providing sustainable improved potable water supply and sanitation services, hygiene education, and restoration and management of catchments in direct support of potable water supply in targeted rural and urban communities. The project will train project beneficiaries in water supply system maintenance and hygiene practices, and boost community awareness of the need for water conservation and watershed protection in relation to potable water supply. Though the program will focus primarily on rural areas, activities for urban areas may also be considered. All activities to be supported under this project must directly address the critical potable water supply, basic sanitation, and hygiene needs of the people of Afghanistan. Implementation should be demand-driven and support requests from Provincial Reconstruction Teams (PRTs) and other key stakeholders (GIRoA and others) to assess, and if appropriate, support the development and operation of improved potable water supply systems, sanitation facilities, hygiene promotion (including point of use household water treatment), and the strengthening and capacity building of water user groups to manage services and participate in watershed management activities that directly contribute to addressing potable water supply quantity or quality problems faced by the community. In instances where PRTs request assistance and collaborate with the project, they will contribute by providing logistical support, security, and, where possible, local PRT funding to complement project funding through supporting additional efforts (e.g., check dams and reforestation) to improve the management/restoration of catchments to ensure a more sustainable and safe supply of drinking water for recipient communities. Note: USAID funding under this contract will be limited to water supply systems, sanitation and hygiene education with other funding sources identified for catchment restoration efforts. Community interventions should not only address immediate service delivery but consider longer-term, sustainable system management through sufficient attention to appropriate technology choice, capacity building for maintenance and repairs, a plan for financial sustainability and cost recovery for O&M, etc. USAID/Afghanistan encourages Offerors to partner, where possible, with a variety of institutions in the public, private, and NGO sectors to achieve program objectives. Proposals may want to consider some level of small grants to qualified NGO or other organizations, and propose how such grants would be administered and how they would help meet project objectives. USAID will issue a Request for Proposals (RFP). It is anticipated that the RFP will be issued in the last week of February 2009.USAID especially encourages Afghan and/or regional contractors to consider this business opportunity. Award of the contract shall be made subject to the availability of funds. This letter in no way obligates USAID to award a contract nor does it commit the U.S. Government to pay any cost incurred in the preparation and submission of the proposals.
