- Description: This is a SOURCES SOUGHT NOTICE to determine the availability of companies that are qualified to support the Defense Threat Reduction Agency (DTRA), Operations Enterprise, On-Site Inspection Directorate (OP-OS) in the execution of its core program in the areas of planning, organizing, preparing, integrating, reporting, maintenance, equipment, logistics, training, and outreach. This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offer will be considered in response to this Sources Sought Notice. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this notice. All information received in response to this notice that is marked proprietary will be handled accordingly. Responses to the notice will not be provided. At this time, questions concerning the composition and requirements for a future Request for Proposal, as well as those regarding the nature of the products/services reviewed for this initiative, will not be entertained. Background: DTRA’s mission is to safeguard America and its allies from weapons of mass destruction (chemical, biological, radiological, nuclear and high explosives) by reducing the present threat and preparing for the future threat. OP-OS supports the Agency’s mission through its arms control treaty monitoring and on-site inspections. The mission of OP-OS is to: conduct U.S. Government (USG) inspections and coordinate foreign inspections under arms control treaties and agreements; plan and prepare for future agreements; execute tasks furthering USG arms control and threat reduction initiatives; organize, train, equip, and deploy inspection, audit and examination, monitoring and escort teams; and accomplish other tasks requiring the unique skills resident in OP-OS. Services: This announcement seeks qualified sources from Government or Industry to submit white papers to provide program support in the areas of planning, organizing, preparation, integration, reporting, maintenance, logistics, training, and outreach of specified programs. Tasks may fall with the following categories: (1) Technical, Analytical and Logistics Support: Support for designated aspects of mission preparation, oversight and implementation, to include arms control/treaty missions as well as counterproliferation, nonproliferation and theater security cooperation missions/events. Support for initial assessments and impacts, review and revision of relevant documents, implementation planning and execution, technical and analytical support, strategic planning, coordination, and quick response actions. (2) Defense Treaty Inspection Readiness and Outreach Support: Technical, program and administrative support for on-site security training, site assessments, training materials, information pamphlets, circulars, etc. (3) Equipment/System Support: Technical and analytical support for treaty/mission equipment or information systems, including operation and maintenance of equipment, systems, and procedures. (4) Training: Technical, administrative, or general support services (facilities, equipment, materials, etc.) for treaty or mission-related training courses, seminars, and meetings for language, military or civilian training. (5) Planning: Support for OP-OS and DTRA arms control, treaty, and other counterproliferation, nonproliferation, and theater security cooperation mission/program planning activities. Responses: All capability statements can be submitted via e-mail, facsimile, or regular mail to the point of contact listed below. Responses must be submitted by the closing date of this notice. Prospective suppliers are invited to provide company literature and/or provide a capability summary (white paper), not to exceed five (5) pages in length, describing their relevant corporate experience providing these types of services in support of arms control treaties and agreements and other counterproliferation, nonproliferation and theater security cooperation activities and should address how the respondent can meet the entire requirement. Responses shall include the following information: 1. DUNS 2. Company Name 3. Company Address 4. Company Point of Contact, phone number and email address 5. Business size and small business status (such as disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Veteran Owned) 6. Teaming Arrangements: Potential/prospective teaming partners and/or major subcontractors. All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team.
