- Solicitation N40085-09-B-0113 Title: Clean and Line Water Mains Phases 7 and 8, Naval Support Activity, Mechanicsburg, PA Scope of Work: The work includes cleaning and lining of 6", 8" and 12" water mains; removal of existing and provision of new gate valves, fire hydrants, fittings, and sections of pipe; testing and disinfection, provision of temporary water piping to supply buildings during the project and incidental related work. Some of the new valves and work in Phase 7 is required to provide isolation valving for Phase 8. It shall be the contractor’s responsibility to carefully coordinate the work in both Phases, including the provision of temporary water supply for the buildings and existing fire hydrants that will be effected. The contractor shall review the existing water distribution system in the field with the aid of the Public Works Water Shop. The Temporary Water Piping Plans provided in the construction drawings shall serve as a suggested plan and a place for the contractor to begin planning the project. The work may be done in two phases or combined into one project. The temporary water supply system must be submitted and approved before it is laid out in the field. It must also be tested and approved as described in the specifications before any existing water mains are cleaned and lined. Estimated Price Range: Between $1,000,000 and $5,000,000. Number of Days in Contract: On-Site Work shall not start before 01 Apr 2009 since the above-ground temporary water lines may freeze. Actual days for construction shall be 180 calendar days. Number of Bid Items: One NAICS Code: 237110 Water and Sewer Line and Related Structures $33.5M. Prospective contractors must register in the DOD Central Contractor Registration Database prior to award. Bidders are notified that failure to register may render their firm ineligible for award. Specifications and drawings will not be directly provided in a paper hard copy format or by CD-ROM. The address for downloading this solicitation from the internet is https://www.neco.navy.mil. All prospective bidders are encouraged to register on the above web site for this procurement when specifications and drawings become available (in about two weeks from the date of this pre-solicitation announcement). Plan holders will be maintained on and can be printed from the web site. Notification of any changes to this solicitation (i.e. amendments) shall be made only on the web site. It is therefore the bidder's responsibility to check the web site daily for any posted changes to the solicitation. Bid results will be posted on the web site and will not be released by phone.
