- The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) is conducting market research to gain knowledge of engineering accredited HBCU/MI/TCUs that possess the expertise, capabilities, facilities, and experience to meet NSWCDD engineering requirements in one or more of the following NSWCDD Technical Capabilities: Force and surface platform level warfare system analysis and modeling Weapon systems analysis, effects, and effectiveness Radar and electro-optic systems RDT&E Surface warfare systems engineering and integration RDT&E Surface combat systems engineering and integration RDT&E Surface combat control systems S&T, RDT&E Surface conventional weapon control systems RDT&E Surface warfare system and force level certification/IV&V Human systems integration science and engineering Missile systems integration Surface conventional and electronic and electromagnetic gun systems RDT&E Directed energy systems RDT&E Weaponization of surface and air unmanned systems Marine Corps and other weaponry systems RDT&E Strategic mission planning, targeting, and fire control systems Re-entry systems Surface electronic warfare systems architecture and combat systems Integration RDT&E Surface warfare systems safety Surface warfare electromagnetic environment effects Chemical, biological, and radiological warfare defense systems RDT&E National response missions, including homeland security and defense Physical and non-physical vulnerability analysis Force level warfare systems engineering and integration Force level warfare systems interoperability engineering Tactical common data communications systems integration and interoperability Integrated surface combat control systems support Integrated training systems Radar training systems Radar distribution systems Joint command and control systems integration and architecture development The following engineering/science categories, filled primarily with faculty positions and graduate students are considered to be key discipline areas: Computer scientist Electrical/electronic engineer Mechanical engineer Aerospace engineer Systems engineer Industrial engineer/Engineering psychologist Materials engineer Chemist/Chemical engineer Mathematician/Statistician Human factors engineer Physicist Systems analyst Programmer analyst Astronomer Geophysicist Geodesist Analyst Operations research engineer This notice serves as a Sources Sought Synopsis seeking information from HBCU/MI/TCUs capable of providing the required services. Information received from other than HBCU/MI/TCUs will not be considered. HBCU/MI/TCUs that believe they have the ability to perform these services can identify their capabilities by submitting the information to Kristofer Parker, Code CD1TP1. The information submitted should include a capabilities statement, management chart, breakdown of personnel and facilities available to be utilized, and relevant past work in similar areas. A security clearance of SECRET will be required as there may be exposure to classified materials. Responses are requested on 12 June 2009. After reviewing the responses, NSWCDD may request a meeting or teleconference with responding HBCU/MI/TCUs to gain further insight into their capabilities. NSWCDD is not obligated to hold these meetings with any or all respondents. If NSWCDD decides to meet with a HBCU/MI/TCU,! it will only meet with those that respond to this notice. NSWCDD will not reimburse costs for participation in these meetings or teleconferences. NSWCDD does not intend to pay for information received. This is neither a Request for Proposals (RFP) nor an announcement of a forthcoming solicitation. Information received will be considered solely for the purpose of determining whether or not any HBCU/MI/TCUs have the ability and capability to perform the requested services successfully.
