- Applicable to: F-5 FREEDOM FIGHTER, T-38 TALON Overhaul of T-38 Solenoid and Regulating ValvesThe Government intends to issue a solicitation on or about 29 Dec 2008with a closing date of 28 Jan 09 for the overhaul of the T-38 Solenoidand Regulating Valves. "This notice of intent does not in itselfrepresent the issuing of a formal request for proposal and is notintended to be taken as such. The requirements set forth in this noticeare defined per PR FD2030-09-06564 as follow:1.This is an Overhaul requirement. The contractor shall provide all thenecessary materials, labor and equipment required to completedisassembly, cleaning, parts inspections, reassembly and testing andfinishing actions required to return the Solenoid and Regulating Valvesto a like new condition. 2.The list of applicable CLIN's a.CLIN 0001 NSN: 4810-00-033-9193TP P/N 1193, HEIGHT 4.38 INCHES, WIDTH 2.625 INCHES, DEPTH 2.50 INCHES. MADEOF ALUMINUM ALLOY. USED TO INFLATE AND MAINTAIN PRESSURE IN, ORDISCHARGE PRESSURE FROM, AN AIRCRAFT. CANOPY SEAL APPLICABLE TO THE F-5AAND B ACFT AND T-38 A AND B ACFT.b.CLIN 0002 NSN: 4810-00-050-8096 P/N 403-00-5 and/or NSN:4810-00-790-3205TP P/N 403-00 DIM: O/A 7.030 INCHES LONG, 5.2 INCHES WIDE, APPROX 3.350INCHES HIGH. FUNCTION: PROVIDES CONTROLLED ADMISSION OF FRESH AIR TOCOCKPIT. MATL: VARIOUS MATERIALS. c.CLIN 0003 NSN: 4810-00-202-5339TP P/N 396-00-3 and/or4810-00-791-1157TP P/N 396-00 and/or NSN: 4810-00-895-5652TP P/N396-00-1 MADE OF ALUMINUM ALLOY. The requirements of FAR 9.202(a) apply.Sources must be qualified prior to being considered for award.Interested vendors that have not been previous approved for thisacquisition must submit a Source Approval Request to Joe Roop, SourceDevelopment, Small Business Office @405-739-7243. As prescribed in FAR9.202(e). The contracting officer need not delay a proposed award inorder to provide a potential offeror with an opportunity to demonstrateits ability to meet the standards specified for qualification. 5.If unit price exceeds $5,000.00 then UID requirements will applyProspective vendors must comply with all the requirements of thesolicitation and its attachments to be considered responsive. TheGovernment does not intend to hold discussion but may hold discussion ifit is deemed necessary. A five year requirements contract consisting ofa base year and four one year option is contemplated. OMBUDSMAN (AUG 2005)(An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. Interestedparties are invited to call the Ombudsman at 405-736-3273. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1.
