- The Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. The NHTSA welcomes Corporate Capability Statements from all individuals and organizations. The NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or for NHTSA’s use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA’s evaluation of the information received. As a result of this Notice, the NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. Scope: The U.S. Department of Transportation, National Highway Traffic Safety Administration’s (USDOT/NHTSA) Office of Behavioral Safety Research (OBSR) conducts research and evaluation projects dealing with behaviors and attitudes in highway safety. Program focus is on drivers, passengers, pedestrians, and motorcyclists. The OBSR intends to award a contract to conduct a study examining the relationship, if any, between entry-level motorcycle rider training and motorcycle crashes. This contract will be conducted in two phases to ensure that a methodologically sound research program will be conducted. In Phase I, the contractor shall identify a variety of measures for each characteristic of a safe motorcycle rider identified through an expert panel NHTSA conducted with motorcycle safety researchers and training specialists. The contractor shall evaluate the cost and feasibility of using each measure in a study examining the relationship between rider training and motorcycle rider crashes. The contractor shall also propose several research designs on a study or several studies examining rider training and crashes for NHTSA’s consideration and present the designs to NHTSA in a research briefing before a recommendation to proceed to Phase II can be made to the Contracting Officer. In Phase II, at least two studies shall be conducted to evaluate rider training. One study shall be an experimental or quasi-experimental study attempting to isolate, to the extent possible, the effect entry-level motorcycle training has on motorcycle crashes. Phase II will also consist of a data analysis study of Maryland’s centralized database of motorcycle riders’ training, endorsement, violations, crashes, and injuries to determine if this is a viable way to evaluate rider training. Both studies will collect and analyze data and report the results in a final report and briefing. Capability: The corporate capability statement is expected to address the capabilities required to support the scope section above, along with the characteristics identified below. •Experience and expertise in motorcycle safety research. •Experience and expertise in designing complicated experimental and quasi-experimental studies. •Experience and expertise in minimizing self-selection bias among study participants and obtaining a sample that is representative of the study population. •Experience in using novel or creative approaches in collecting research data. •Experience working with State Highway Safety Offices, State DOTs, and DMV offices especially regarding obtaining data for analysis. •Experience and expertise in injury analysis using AIS 2005. •Ability to describe complex study designs in a final report that can be read by a wide variety of audiences.
