- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-09-Q-80022 is issued as a Request for Quotation (RFQ). This solicitation is being conducted in accordance with FAR Part 13, Simplified Acquisition Procedures (SAP), FAR Part 13.5, Test Program for Certain Commercial Items, and FAR Part 12, Acquisition of Commercial Items. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC 2005-29). The NAICS Code is 443120 and the Small Business size standard is $8.0 M. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order to Altair Engineering, Inc. on a non-competitive basis to provide 6,300 GridWorks Annual Commercial Licenses for the period 01/1/2009 through 12/31/2009. The authority permitting contracting without providing for full and open competition is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Offeror's written quotation shall include firm fixed pricing for the following contract line item: Contract Line Item (CLIN) 0001- GridWorks Units (GWUs) Twenty one hundred (2100), quantity 6,300, Unit Price$___________, Line Item Total $____________. Solicitation provision FAR 52.212-1, Instruction of Offerors-Commercial Items (JUN 2008) is hereby incorporated by reference. The offer must include a copy of the standard commercial warranty per FAR Clause 52.212-1(b)(5), Terms of any Express Warranty. The offer must also include copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JUN 2008), completed in accordance with the instructions contained in the provision. FAR Clause 52.212-4, Contract Terms and Conditions- Commercial Items (OCT 2008), is hereby incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (OCT 2008), is hereby incorporated by reference, additional clauses cited in 52.212-5 that apply to this acquisition are: 1, 15, 16, 17, 18, 19, 20, 21, 23, 24, 28, 36. FAR Clause 52.232-18, Availability of Funds (APR 1984) is incorporated by reference. The offer is due to the U.S. Department of Transportation, Volpe National Transportation Systems Center, Attn: Karen M. Interested firms must submit in writing to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
