Description
The SMDC/ARSTRAT Contracting Office at Peterson Air Force Base (PAFB) Colorado Bldg 350 Vandenberg St., Bldg 3, Peterson AFB, CO, 80914-4914 seeks potential sources to provide U.S. Army Space and Missile Defense Command (USASMDC) / U.S. Army Strategic Command (ARSTRAT) and agencies with the following: Description: This sources sought notice is intended to: 1) provide initial notification of the Government's intent to recompete the Fort Greely Alaska Base Operation Support (BOS) contract and provide general acquisition information; 2) provide information on the Government's intent to hold one-on-one meetings with industry to obtain industry feed-back for potential incorporation into the acquisition strategy and solicitation; and, 3) provide information on how and where the Government intends to post information pertaining to the acquisition. This sources sought synopsis is published for market research purposes and to identify potential sources interested and capable of performing the work. Typical requirements will include Lodging and Housekeeping Services, Fire Alarm and Maintenance, Custodial Services, Pest Control Services, Visitor Center Services, Environmental, and Engineering Services. The following services are slated to be in-sourced with Department of Army Civilians. If the transition plan is delayed, the contractor may be asked to provide (on a limited basis) Safety Support Services, Continuing Education Program, Human Resources Office Support Services, Food Services, Logistic Support Services, Visitor's Center Services, Centralized Dispatch Services, Resource Management Administrative and Analyst Support, Single Soldier Housing (SSH) Support Services, Automation and Network Support Services, Snow Removal Services, Grounds Maintenance Services, Refuse Removal Transport and Disposal Services, Facilities Support/Service Order Repair Services, Religious Support Services, Garrison Protocol Support Services, and Strategic Planning Support Services. A best value trade off source selection is anticipated as the method of contractor selection. The Government anticipates the contract performance period will be 7 years (one year base, plus six one-year option periods of performance). Contract type will primarily be Firm-Fixed Price (FFP); however Time-and-Materials (T&M) CLIN will be included for less definable requirements. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 561210. Additional information, as it becomes available, will be posted as well as amendments to this announcement. All amendments will be available for viewing on FedBizOps (FBO) at http://www.fbo.gov. It is the responsibility of the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Central Contractor Registration (CCR) is required. Lack of registration in the CCR will make an offeror ineligible for contract award No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided by industry to the Government as a result of this source sought is voluntary. Responses will not be returned. No entitlements to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses or Government use of such information. The information obtained from industry responses to this notice may be used in the development of the acquisition strategy and future request for proposal. The Government anticipates that this acquisition will be a 100% 8(a) Program set-aside. The Government requests interested parties submit a brief description of their company's business size, business status (i.e., small business, disadvantaged, HUB zone, woman-owned), anticipated teaming arrangements, and a description of capabilities and similar services offered to the Government or to commercial customers. Include contract magnitude and points of contact (POC) for each example provided (name of the POC, address, e-mail, telephone number, fax number, and the company's web page, if applicable). Please limit your response to not more than 10 single-sided pages. Each submission should include one electronic (virus scanned) copy sent via e-mail to the POCs listed under Point of Contact. Electronic submissions are preferred. Paper copies are optional. Hard copy submissions to this notice should be sent to: SMDC-RDC-W, ATTN: Kathleen B. O'Connell, 350 Vandenberg St., Bldg 3, Peterson AFB, CO 80914-4914. E-mail or hard copy replies to this announcement are due no later than close of business Mountain Standard Time on 16 January 2009. It is the Government's intention to conduct an Industry Day for all interested parties, on 2 February 2009, 1300 to approximately 1730, at a meeting room in the Hilton Anchorage Hotel, 500 West Third Avenue, Anchorage, AK. Request interested parties desiring to participate in the Industry Day designate their attendance with their information submitted to the POCs identified below. Due to the limited space available, the number of participants from each set of offerors may be limited. It is also the Government's intention to conduct one-on-one briefings for all interested Prime Contractor parties, on 3 - 7 February 2009 also in the Hilton Hotel in Anchorage, Note again, the Government will conduct one-on-one sessions with Prime Contractors only. The purpose of the one-on-one sessions is to receive a short capability briefing, to obtain industry comments and recommendations to improve the request for proposal, to adopt commercial practices as necessary, reduce bid and proposal costs, increase competition, and streamline the acquisition process. One-on-one sessions shall not be used for marketing. The exchanges held during one-on-one sessions will not be recorded nor published subsequently. However the Government will retain minutes of all conversations to include pertinent recommendations and comments for incorporation into the Governments Market Research report, the Governments acquisition strategy and draft Request for Proposal (RFP) as deemed appropriate by the Contracting Officer. One hour one-on-one prime contractor sessions will be scheduled on a first come, first served basis. In your request, please be sure to include the following information: 1) Organization Name; 2) POC Name; 3) POC Phone Number; 4) POC Email Address; 5) Business Size and Type; 6) Number of Attendees (limited to five attendees per session). As part of the one-on-one briefings, the Government requests input on the following topics: a) any potential of Organizational Conflict of Interest (OCI) as a prime contractor on the Fort Greely BOS program; b) the scope of the Draft SOW; c) the personnel categories and personnel qualifications contained in the draft SOW (i.e., are they consistent with industry practices/standards); d) the performance standards contained in the draft SOW; e) the Governments proposed use of an FFP and T&M contract type; f) any additional industry recommendations to reduce contract bid and proposal costs and/or streamline the acquisition process. The Government has released a draft SOW with this notice for industry comment. Industry comments pertaining to the draft SOW shall be submitted via email to kathleen.oconnell@smdc-cs.army.mil and james.mclaughlin@smdc-cs.army.mil. The due date for Government receipt of industry comments pertaining to the draft SOW shall be not later than 23 January 2009.
