Description
Native Plant Propagation. The Olympic National Forest, Washington, intends to acquire by contract production of containerized shrubs from seed for restoration and revegetation projects in the Humptulips and Quinault watersheds. The estimated contract time for this project is February 01, 2009 through November 30, 2011. The seed was collected in 2007 from locations in the Upper and Lower Quinault and the Humptulips watersheds in the Pacific Ranger District, Olympic National Forest. It was cleaned, tested, and stored by USFS Bend Seed Extractory. The contractor shall furnish, except for Government-furnished property, all labor, materials, equipment, transportation, and any incidentals necessary for propagation/storage of shrubs. Plants will be produced in 1-gallon containers. Plants shall be delivered in the 1-gallon containers in which they were grown, unless specified otherwise by the government, in which case they will be extracted from containers and placed in plastic bags (5-10 shrubs per bag), and placed in boxes. The boxes shall be no heavier than 50 lbs. Extracted plants shall be freezer-stored (temperatures at industry standards) during the winter of 2009 prior to delivery to the Government. The Contractor shall supply the Government with an initial inventory of plants propagated by 9/30/2009, and a second inventory by 9/30/2010. The government will proceed to issue a Request for Quotes (RFQ) Solicitation for commercial supplies under FAR Part 12. Acquisition is set-aside for small businesses. Offerors will be evaluated on: price; experience performing this task with seed from temperate rainforests (Western Washington and Western Oregon); and past performance performing this task with seed from temperate rainforests (Western Washington and Western Oregon). Experience and past performance, when combined, are of greater importance than price. The NAICS Code for this procurement is 111421 - Nursery and Tree Production and the annual size standard is $ 0.75 million. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
