Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set-aside for small business only. The NAICS Code for this synopsis/solicitation is 333314-Optical Instrument and Lens Manufacturing, Size Standard 500 employees. Solicitation/Purchase Request number F2KBAD8240A001 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-26, effective 12 June 2008. The Government intends to award one contract line item number (CLIN 0001) for one (1) each satellite-tracking telescope in accordance with the following specifications: Mount Shall be an elevation-over-elevation or an elevation-over-azimuth type. Shall automatically determine its location and orientation upon initialization. Open-loop pointing during acquisition shall be accurate to better than 2 arc minutes. Eyepiece height above the ground shall not exceed 67 inches when pointed at the horizon. Using vendor-supplied software and government-furnished orbital elements, drive shall keep the focused image of a minimum-earth-orbit satellite on a 24-millimeter detector throughout an overhead satellite pass, except for two "keyholes" at the horizon for an elevation-over-elevation mount or one "keyhole" at the zenith for an elevation-over-azimuth mount. Keyhole shall not subtend an angle greater than 10 degrees. Platform footprint shall fit within a square measuring 72 inches on a side, yet be self-propelling up a 5% grade and travel a distance of 100 yards in less than 30 minutes. Optical Tube Assembly Shall be designed to remain permanently affixed to the mount after initial assembly. Shall include a means of attaching a 35-millimeter camera with a 400-millimeter lens, as well as a means of counterbalancing their combined weight. Focuser shall accommodate standard 2-inch eyepieces. Off-axis images of point sources shall exhibit less coma than a Newtonian or Schmidt-Cassegrain optical design. System speed shall be no slower than a focal ratio of 10.0. Clear aperture shall be no smaller than 16 inches in diameter. Warranty Both mount and optical tube assembly parts and labor costs shall be warranted against defects in workmanship and materials, INCLUDING NORMAL WEAR AND TEAR, for a period of at least 5 years. Installation Quoted price shall include assembly and test at the Satellite Assessment Center's dark-sky site in Belen, New Mexico.
