- 1. The 716 Aeronautical Systems Group, Contracting Branch (716AESG/PK) at Wright-Patterson Air Force Base Ohio is issuing this Request for Information (RFI) in accordance with FAR 52.215-03 "Request for Information or Solicitation for Planning Purposes" for interested companies to submit their capability package to install the Large Aircraft Infrared Countermeasure (LAIRCM) onto C-5 aircraft. Your capability package is to address all of the information as outlined in the attached RFI letter dated 12 December 2008. This RFI is to identify potential sources only. It does not constitute a solicitation for proposals and no contract will be awarded as a result. Your response is strictly voluntary and the Government will not fund nor reimburse your company for any costs you may incur responding to this request for information or those associated with any follow-up information.2. Your capability package must be submitted within thirty (30) days after publication of this announcement. Please provide two (2) paper copies of your response. Electronic format may be submitted in addition to the two (2) paper copies. All responses and any questions shall be directed to Ms. Frieda Thornton, Contracting Officer, Aeronautical Systems Center, 716 AESG/PK, 2275 D Street, Bldg 16, Rm 127, Wright-Patterson AFB OH 45433-7239 or E-mail Frieda.Thornton@wpafb.af.mil.3. An Ombudsman has been appointed to hear concerns from offerors or potential offerors. Address issues, concerns, and questions regarding this acquisition to the Contracting Officer. You may refer them to the Ombudsman if after discussing them with the Contracting Officer you feel that you are not effectively communicating with the government. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates offerors concerns use, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman is Mr. Howard Marks Jr, and can be reached at (937) 255-8642.
