- NAICS Code: 334519 DESCRIPTION: NAICS Code: 421490 The U.S. Environmental Protection Agency (EPA), Superfund/RCRA Regional Procurement Operations Division in Washington, D.C. is soliciting request for quotes (RFQ) from offerors for the purchase of Emergency Response (ER) equipment. EPA has to be able to respond rapidly to terrorist events at different locations throughout the nation, with readily available equipment. There are approximately eight (6) categories of equipment that have been identified by the Emergency Response community. While some of the equipment will be purchased off existing schedules, other equipment will be purchased through full and open competition through a Request for Quotes (RFQ). Please be advised that this synopsis covers the eight (6) categories mentioned above. There will not be separate synopsis done for individual equipment categories. Potential offerors should monitor the website at: http://www.epa.gov/oam/srpod/index.htm#solam. The equipment to be purchased will fall in one of the following categories: Category #2, ER Hazmat; Category #3, ER Chemical Agent; ER Bio Response; Category #5, ER Rad Response; Category #6, ER-Air Sampling and Bio Response; Category #7, ER Meterological Station; Category #9, ER-Specialized; EPA requests establishment of a Blanket Purchase Agreement (BPA) with the successful offeror(s) which will be utilized nationally throughout the United States over a sixty (60) month period. The BPA will be used to establish an account to fill recurring requirements. Your offer shall include all associated price reductions for the requirement and the associated BPA. Price and other price-related factors will be subject to negotiation by the Government. Offeror's may bid on one (1) or all equipment line items under each category. Any other evaluation criteria will be stated in the individual Request for Quotes. These agreements will be processed under commercial item procedures in accordance with FAR Parts 12, 13, and 15. Award will be based on the best value offered to EPA. Offeror(s) should be advised that there may be multiple ship to or delivery destinations. For example, the destinations can be one or all of the followings: Boston, MA; New York, NY; Philadelphia, PA; Atlanta GA; Chicago, Il; Dallas, TX; Kansas City, KS; Denver, CO; San Francisco, CA; Seattle, WA; Edison, NJ; or Las Vegas NV.
