- Request for Information The Defense Intelligence Agency (DIA) has a requirement for help desk and communications support to the Office for Human Capital Online Services (HCO). The first objective of HCO is to obtain six (6) full time equivalent (FTE) contractor support to that will provide Tier I and II help desk support for DIAs human capital business tools used by core users and employees. At present, these tools include: eZHR, eZHR Forms, Plateau, Centra/Saba, and Business Objects. In the future, the help desk will also support AITEROD (a web-based database that captures IC-wide training data) and other human capital business tools that may be deployed in the future. The contractor must ensure that help desk support is available Monday Friday from 7:00 AM until 11:00 PM and Saturday and Sunday from 11:00 A.M until 10:00 PM. The second objective is to obtain 1 FTE responsible for workforce communications/system marketing and end user training. This work involves working with the system implementation team in order to understand exactly what new online services are being delivered, determining how the new online services will be communicated to a global workforce, and determining what (if any) training will be provided. The work also entails developing and presenting the workforce communications (e.g., flat panel announcements, web page advertisements, briefings). The primary workplace for this effort will be the DIAC located on Bolling AFB. There may be travel within the DC Metropolitan area, as well as OCONUS and CONUS travel when required. This effort is restricted for small businesses with a current DIA facilities clearance. Interested companies must submit a capabilities assessment of no more than four (4) pages outlining the following information: Company name, POC, and security status Detailed description of help desk experience emphasizing familiarity with the tools listed above and workforce communications/system marketing, and end user training. The availability of cleared personnel at the TS/SCI level for this task A cost estimate for a base year and 4 option years The Government may request presentations from selected vendors who clearly demonstrate the ability to perform these tasks but also reserves the right to make an award based on initial submissions.
