- The Bureau of the Public Debt on behalf of the Department of Homeland Security, Office of Inspector General is posting this Request for Information (RFI) to conduct market research to locate potential motivational speakers for their proposed 2010 Planning Conference, based upon the below information: Purpose The purpose of the 2010 DHS-OIG Annual Planning Conference is to improve a highly effective organization by increasing its opportunities to exchange information and ideas. DHS-OIG would like to present homeland security topics to conference attendees in a stimulating manner. DHS-OIG would like to stimulate conference attendees' planning activities through entertaining and motivational presentations on homeland security. Background The mission of the DHS-OIG is to serve as an independent and objective inspection, audit, and investigative body to promote effectiveness, efficiency, and economy in the Department of Homeland Security's programs and operations, and to prevent and detect fraud, abuse, mismanagement, and waste in such programs and operations. Description of Services The Presenter shall give a 35 minute motivational, but entertaining, presentation related to homeland security topics such as, but limited to: · Border patrol · Customs and border enforcement · Transportation security administration · Disaster recovery · Terrorism - Globalization · Fraud, Waste and Abuse in Natural Disasters · Information Technology Security (includes data security, network attacks, hacker's delights, etc.) Mandatory Requirements Presenters will be scheduled on April 27, 28 or 29, 2009. Optional dates are April 21, 22, or 23, 2009; and May 5, 6, or 7, 2009, depending on the hotel or conference facility availability. At least 30 days in advance, the Presenter will be sent an agenda of the 2010 Planning Conference, which will include the specific date and time for the presentation. Presentation Requirements The number of participants in the conference will be up to 155 attendees. The types of attendees are supervisory/lead personnel. The presenter shall gear the presentation to the participants' competency level. The Presenter will be given a roster of attendees, and a copy of a sign-in sheet will be made available to the Presenter, upon request, and a copy shall be provided to the DHS-OIG. This sign-in sheet must be returned to the DHS-OIG upon completion of presentation along with all presentation evaluations. Projector, projection screen, and a laptop will be provided to the Presenter through the DHS-OIG for the duration of the presentation. Other items to assist in the presentation should be communicated to the DHS-OIG conference contacts at least 30 days prior to the conference. Presenter's Requirements The Presenter shall make a 35 minute motivational speech presentation, and provide presentation materials and handouts, if applicable. Speaker Qualifications The Presenter shall have considerable knowledge and experience in the homeland security topics, such as border patrol, transportation security administration, customs and border enforcement, disaster recoveries, etc. Government-Furnished Items DHS-OIG will provide: · Presentation facilities · Available resources include - whiteboard, flipcharts, easels, paper, pens, pencils, magic markers, and name cards; · Presentation Evaluation Forms (to be retained by DHS-OIG and Bureau of Public Debt); · Upon Presenter request: audiovisual support will be supplied. The equipment currently available includes - video graphic, screen, overhead projector, 16mm projector, focus projection system connects to Presenter's PC, VCR and monitor, slide projector with synchronization, video camera, floor-stand, wireless and/or hand-held microphone, and tape recorders. Note: Presenter requested equipment and supplies will be in the meeting room 30 minutes prior to presentation start time. Requested Information 1) topics of a proposed speech; 2) speaker's background and past performance references; and 3) DUNS number. Please note that this information is being requested for information and planning purposes only as Public Debt is primarily interested in assessing the areas shown above. Dependent upon the results of this market survey, Public Debt anticipates issuing a solicitation to acquire these services. Any such solicitation would be based on a performance-based work statement.
