MARKET SURVEY - SOURCES SOUGHT SYNOPSIS - This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.The Special Operations Peculiar Modification Kit (SOPMOD) Program managed at the Naval Surface Warfare Center, Crane Division (NSWC Crane) conducts Research and Development (R&D) directed toward ordnance and electronics, processes, systems, subsystems and components in support of our nation's war fighters. For Ordnance, the SOPMOD programs primary technical areas include Small Arms, Ordnance, and Optical fire control systems. The Electronics area includes Displays & Peripherals, Night Vision/Electro-Optics and Laser based fire control systems. The mission of the Special Operations Peculiar Modification M4A1 Accessory Kit is to provide the M4A1 Carbine and SOF Combat Assault Rifle (SCAR) with the flexibility and versatility to adapt basic issue weapons to meet SOF mission-specific requirements. Because Special Operations Forces lack organic heavy weapons such as tanks and artillery and are limited in capacity to carry or resupply ammunition, success and survival often dep! ends on the effective employment of individual weapons. Items contained within the SOPMOD Kit enhance the weapon's operational effectiveness through increased target recognition/acquisition, speed of engagement, and accuracy from Close Range Engagements (CRE 0-50m) to the maximum effective range of the weapon (600m) during both day and night conditions. Within these mission areas the SOPMOD Program is responsible for the full spectrum of R&D, acquisition, and SOF war fighter support. Typical functions include fundamental research; concept formulation; assessment of system and subsystem requirements; development, analysis and evaluation of concepts, systems and subsystems; and development of operational systems.The SOPMOD program management office is interested in receiving concept papers for R&D in all of its mission areas. Proposals may be submitted by any non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. The SOPMOD Program encourages participation by small business, small disadvantaged business, HUB Zone small business, woman-owned small business, veteran-owned small business, and historically black colleges and universities and minority institutions (HBCUs/MIs). SOPMOD is not interested in concepts that already have been developed or proven (even if they never have been sold before) and proposals should be for scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding; and deliverables should demonstrate the results of scientific study and experimentation rather than focus on a specific system or hardware solution.Interested parties are strongly encouraged to submit an initial synopsis (commonly referred to as "white paper"). This white paper should not exceed 10 pages, with an executive summary (short paragraph) on the effort, a technical description of the effort, a preliminary schedule, identification of risks, current Technology Readiness Level (TRL) and a rough cost estimate. Offerors should submit the white papers electronically. Offerors who submit acceptable white papers prior to 5:00 p.m. on 6 January 2009 may be given the opportunity to brief their submittals at the Special Operations Forces Shooters Conference immediately following SHOT Show 2009 on 19-20 January 2009 at Orlando, Florida. Specific times and places for the briefings will be coordinated through the NSWC Crane SOPMOD Program Office.It should be noted that the Government plans to utilize employees from Science Applications International Corporation (SAIC), Wexford Group International (WGI), Booz Allen Hamilton (BAH) and possibly other direct Government contractors as advisors to the Government. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.White papers may be submitted any time prior to expiration of this announcement. There is no set date for submission.
