- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The items in this solicitation are to be incorporated with existing equipment. Quotations are due on Friday, December 19, 2008 at 1000 HRS (10:00 am) EST at DMVA, Bldg. 0-48, USPFO-PA, P&C, Attn. M. Brown, Room 242, FTIG/Annville, PA 17003-5003. Quotations may be submitted by e-mail at: mike.v.brown@us.army.mil. Quotations should not be submitted via facsimile. Questions concerning this solicitation will only be accepted via e-mail addressed to Michael Brown, Contracting Specialist at mike.v.brown@us.army.mil. NAICS Code is: 332999. The small business size standard is 500. Evaluation will be based on the lowest price technically acceptable for the government. Accordingly, please note that, unless otherwise specified herein, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible offeror whose offer conforming to the solicitation presents the lowest technically acceptable price. Technical acceptability includes compliance with the requirements of this solicitation. All offerors should quote utilizing General Services Administration (GSA) schedules, if possible. FOB Destination within Consignees Premises, Installed. Offers submitted on a basis other than FOB Destination within Consignees Premises, Installed, will be rejected as non-responsive. The ship to location is CSMS-EAST, Bldg 10-102, Ft. Indiantown Gap, Annville, PA 17003. Delivery and installation is required within 75 days from date of award. This RFQ is being conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). No paper copies of this solicitation will be provided. Contract financing will NOT be provided for this acquisition. The Government reserves the right to not make an award at all. The Government intends to award without discussions, but reserves the right to hold discussions if deemed necessary by the Government. This RFQ has two (2) line items, with multiple items/quantities included. A Firm Fixed Price (FFP) type purchase order is anticipated. Pricing should be provided for each line item. All line items are to be quoted. Travel for installation purposes is the responsibility of the Offeror. Item 0001 Provision and Installation of a cat-walked / mezzanined cabinet system to occupy the following footprint: 55 feet 1.25 inches in Length, consisting of the following: Stairs - 2 feet 1.5 inches in Width X 7 feet 7.25 inches in Length; Cat-Walk / Mezzanine 36 inches in Width x 47 feet 6 inches in Length. Lower tier of system shall have open head room / clearance to 7 feet 3.23 inches in Height. Top tier of system shall have a minimum Weight Limit of 1,000 lbs on the Cat-Walk / Mezzanine and shall have stair access to floor level. Cat-Walk / Mezzanine shall be connected to / reinforced by the cabinet system; shall have safety railings on open sides; shall not require additional supports; shall not extend more than 3 feet 0 inches in from the top tier cabinet(s); shall include all required handrails, toeplates, decking material, and connecting and anchoring hardware. Handrails and Toeplates to have safety yellow finish. Handrails shall reach to approximately 10 feet (floor to handrails). System to include low profile, ENERGY STAR QUALIFIED light fixtures and complete interconnecting wiring for cat-walk / mezzanine. Hardware of Cabinets as detailed in Line Item 0002 to be fully compatible / interoperable with existing inventory of Stanley Vidmar equipment to allow for interoperability / exchange of drawers and shelving. Cabinets detailed in Line Item 0002 and existing Government inventory of 37 similar Stanley Vidmar model cabinets to be utilized by this Cat-Walked / Mezzanined Cabinet System (19 lower tier / 18 upper tier). Existing Government inventory cabinets to be utilized for this system each have the following dimensions: 30W x 27-3/4D x 59.13H; and are equal to Stanley Vidmar Model No. 340. Offeror responsible for securely attaching identified existing Government inventory of cabinets to cabinet system. Item 0002 - Cabinets Quantity: 19. Color: Green. High density modular/stackable cabinets. All units to be 30W x 27-3/4D x 27H, each with the following: 1 Housing, Model No. S0135; and 1 Shelf, Model No. CS40. All units to be equal to or better than identified Stanley Vidmar product models. All units MUST be able to securely stack between existing inventory of Stanley Vidmar modular/stackable storage cabinets and shall connect securely to Item 0001. ALL EQUAL OR BETTER SUBMITTALS ARE REQUIRED TO PROVIDE TECHNICAL/DESCRIPTIVE DOCUMENTATION. ALL EQUAL OR BETTER SUBMITTALS MUST DOCUMENT FULL COMPATIBILITY WITH EXISTING INVENTORY OF STANLEY VIDMAR EQUIPMENT. ALL SUBMITTALS SHALL BE ACCOMPANIED BY A TECHNICAL DRAWING DEMONSTRATING COMPLIANCE WITH SOLICITATION REQUIREMENTS FOR ITEM 0001 DESIGN AND ARRANGEMENT. ALL SUBMITTALS SHALL BE ACCOMPANIED BY PROOF OF ENERGY STAR QUALIFICATION FOR ALL LIGHTING FIXTURES. Quotes will be evaluated on the basis of the evaluation factors listed in this solicitation and the information furnished by the vendor submitting the quote or identified in the quote and reasonably available to the Contracting Officer. THE CONTRACTING OFFICER IS NOT RESPONSIBLE FOR LOCATING OR OBTAINING ANY INFORMATION NOT IDENTIFIED IN THE QUOTE. Include manufacturers name, model number, and specifications, including country of origin for any non-U.S. end-product, in your quote. Unless a responding offeror clearly represents in its quote that the product being offered is fully compatible with existing inventory, the quote will be rejected. Responsive quotations shall include warranty information, if applicable, for all items. Responsive quotations shall include staging requirements, if any. By submission of a quote, the offeror acknowledges the requirement that a prospective awardee must be registered in CCR prior to award, during performance, and through final payment of any contract resulting from this solicitation. Offeror also acknowledges its acceptance of the Government Purchase Card for payments. Responses shall include the offerors CAGE Code, any prompt payment terms, and estimated time to deliver installed ARO.
