- The Air Armament Center Advanced Programs Group plans to issue a Broad Agency Announcement (BAA) on or about 15 days after posted date for studies for the integration of Directed Energy Non-lethal Active Denial Key Systems onto mine resistant armored personnel (MRAP) vehicles. Potential offerors should monitor the website (www.fbo.gov) for the official release of the BAA package. A firm-fixed price type contract to perform design and integration trade studies is anticipated. Period of performance for this effort is anticipated as 15 February 2009 - 15 September 2009. The North American Industry Classification Systems (NAICS) Code for this effort is 541712; size standard 1,000 employees. This will be a full and open competition acquisition. Award will be based on technical, importance to agency programs, and fund availability. Cost realism and reasonableness shall also be considered to the extent appropriate. All responsible sources may submit a proposal which will be considered. This Notice of Contracting Action (NOCA) neither constitutes a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. This NOCA should not be construed as a commitment by the Government for any purpose. NOTE: All documents will be posted on the Fedbizopps website upon issuance of the BAA. Hard copies will not be provided. An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nautre concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
