- -- The Response Date for Proposals has been changed to December 18, 2008 at 2:00 PM Eastern Time.-- This is a brand name-specific justification. It is justifying the acquisition of IBM software products and maintenance support. FMS has awarded numerous software maintenance contracts with IBM covering different products acquired over several years. This acquisition will combine all of the IBM products and contracts under a single Software Relationship Offer (SRO) reducing contract management. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is FMSHQ09R0007. This solicitation is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27, effective October 17, 2008. This is a total HUBZone set-aside. The associated NAICS code is 54159, and the small business size standard is 25M. The procurement is open to Authorized IBM Resellers only. The IBM Software products list/descriptions and quantities are attached to this synopsis/solicitation. This procurement is for a one year base period and four, 12 month option years. Software locations are listed on the attached document, article 6.0, page 26. The provision at 52.212-1, Instructions to Offerors-Commercial Items, and the provision at 52.212-2, Evaluation-Commercial Items, applies under this acquisition. The specific evaluation criteria is detailed on page 7 of the attachment to this notice. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, along with the addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items also apply to this acquisition. The Defense Priorities and Allocations System (DPAS) and assigned rating, does not apply under this requirement. Offers are due December 18, 2008, at 2:00 PM Eastern time.
