- Synopsis is posted to bothe Federal Business Opportunities (FBO) http://wps.eps.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the simple point of entry for posting of synopsis and solicitation to the Internet, NECO is the alternative in case FBO is unavailable. You may choose either site to access information posted by the Naval Sea Systems Command Surface Warfare Center, Carderock Division, Philadelphia intends to procure technical services. The technical services are being sought on a sole source basis from Superior Technical Services to develop and update manuals for Cryogenic Storage Tank Cosmodnie RC-5D.
