Description

This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM003-09-Q-0007 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-28 dated December 12, 2008. The North American Industrial Classification System (NAICS) code is 721110, and the small business size standard is $7.0 million. This procurement is unrestricted, allowing both large and small business to submit quotations. The Office of Personnel Management (OPM) is soliciting a facility in either New Orleans, LA, San Antonio, TX or Austin, TX to conduct a three-day Benefits training which will provide a series of workshops on Retirement, Insurance, Social Security, and Thrift Savings Plan Administration. The contractor shall provide all labor, incidental materials, and other services necessary to render services under the resulting contract. OPM intends to award a Best Value Firm Fixed Price contract for this requirement. The period of performance is from date of award through December 31, 2009. The preferred dates of training will be November 17 – 19, 2009. The alternate dates are December 1 – 3, 2009. Note that the benefits training event must be held prior to December 31, 2009. Only e-mailed requests for additional information will be accepted at john.dismond@opm.gov through 3:00 PM Eastern Standard Time (EST), December 22, 2008; after that date, no other requests for information will be accepted. COMMUNICATIONS WITH OTHER OFFICIALS MAY COMPROMISE THE COMPETITIVENESS OF THIS ACQUISITION AND RESULT IN THE CANCELLATION OF THE REQUIREMENT Offerors are invited to submit their quotations to OPM-Contracting Group in response to this notice by 3:00 PM Eastern Standard Time (EST), January 2, 2009. Quotations submitted in response to this notice shall include the solicitation number in the subject line and be signed, dated and submitted via email to john.dismond@opm.gov. Vendors not registered in the Central Contractor Registration (CCR) database at the time the requirement is to be awarded will not be considered. Vendors may register with CCR by calling 1-888-227-2423 or (269) 961-5757, or by accessing www.ccr.gov.
