Description
The George C. Marshall European Center for Security Studies, Partner Language Training Center Europe (PLTCE) in Garmisch-Partenkirchen, Germany has a requirement for English as a Foreign Language (EFL) instructional services. The mission of PLTCE includes providing language training to international students. The Contractor shall perform or have key personnel perform a variety of teaching and educational services to be specified in each Task Order. The teaching and educational services include, but are not limited to activities such as the following: teaching intensive and non-intensive general English as a Foreign Language (EFL), English for Specific Purposes (ESP) and English for Academic Purposes (EAP) for classes such as the PASS, Combating Terrorism Language Program (CTLP) and Security Studies Language Program (SSLP); test administration; student placement; tutoring; syllabus development; holding office hours; and instructional support duties. PLTCE anticipates needing at least four Level 3 EFL Instructors. Each instructor shall provide 33 weeks of EFL instruction services in a one-year period. Each contractor instructor shall conduct EFL instruction for two Program in Advanced Security Studies (PASS) courses and one intensive ESP or English for Academic Purposes (EAP) course. The contractor shall provide pricing for four labor categories to include: Instructor 1: Teach basic level EFL to primarily Russian speakers; Instructor 2: Teach EFL to all levels of proficiency; Instructor 3: Teach EFL to all levels of proficiency plus teach English for specific purposes (ESP) targeting professionals in diplomacy, international affairs, military, security sector, counter-terrorism, coalition operations, government and NGOs; and Curriculum developer: Conduct needs analysis, design, develop, revise and update curriculum and assessment tools for English for specific purposes (ESP) targeting professionals in diplomacy, international affairs, military, security sector, counter-terrorism, coalition operations, government and NGOs. The anticipated base period of performance is 01 March 2009 through 28 February 2010 with four one-year option periods for a total of 5 years ending 27 February 2014. This acquisition will use a trade-off analysis to make a best value award decision. The Government will extend one offer resulting from this request for quote to the responsible contractor whose quote, conforming to the request for quote, will be most advantageous to the Government. Quotes will be evaluated based on the stated evaluation factors. The proposed evaluation factors are: Factor 1. Key Personnel - Level 3 Instructor (Subfactor 1.1. English Language Proficiency, Subfactor 1.2. Education, Subfactor 1.3. Teaching Experience); Factor 2. Corporate Experience; Factor 3. Corporate Past Performance; Factor 4. Price. Subfactor 1.1 English Language Proficiency is anticipated to be a pass/fail factor. To be considered further, the contractor must receive a pass rating for Subfactor 1.1. Subfactor 1.2. Education is anticipated to be less important than Subfactor 1.3. Teaching Experience. Factor 1, Factor 2 and Factor 3 are anticipated to be of equal importance. Factor 1, Factor 2 and Factor 3, when combined, are anticipated to be significantly more important than Factor 4. All prospective contractors must be registered in Dun and Bradstreet (D&B) and the Central Contractor Registration (CCR) database prior to award of a contract. Foreign companies must first obtain a North Atlantic Treaty Organization (NATO) CAGE (NCAGE) code at http://www.ccr.gov/International.aspx. The request for quote (RFQ) will be released on or about 18 December 2008 with a closing date on or about 14 January 2009.
