- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is PR-DC-09-00365 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a small business size standard of $23M. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-12-17 12:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Washington, DC 20460 The Environmental Protection Agency requires the following items, Meet or Exceed, to the following: LI 001, Card Management System:The Card Management System (CMS) component of EPASS manages the EPASS badge from the point before issuance through the rest of the badges life cycle. In addition, it maintains auditable records and provides card inventory management functions. Primarily, the CMS is responsible for personalizing the EPASS badge with the photograph, basic identity information, and electronic data required by FIPS 201-1 (i.e. the Cardholder Unique Identifier (CHUID), biometric templates, and the PIV authentication certificate). The CMS maintains an interface with an external Public Key Infrastructure (PKI) Shared Service Provider (SSP) to obtain the PIV authentication certificate and manage it over the certificates 3-year life cycle. The CMS also signs the electronic data blocks with a different digital certificate established during initial system setup. The Card Management System must provide all capabilities listed below: 1.Be currently listed on the FIPS 201 Approved Products List as an Electronic Personalization Product; 2.Be built upon open standards including FIPS 201, SP 800-73, and SP 800-76; 3.Provide workflow capabilities for EPASS badge personalization, card printing, issuance, and card management for FIPS 201-1 compliant PIV cards; the EPASS CMS shall utilize a Fargo HDP600 Card Printer/Encoder to perform personalization and printing of the EPASS badge;4.Allow authentication to the CMS to be configured to require use of the EPASS badge; 5.Act as an authorized Registration Authority (RA), performing certificate requests to the Organizational Research Consultants (ORC) Shared Service Provider (SSP) System on behalf of an EPASS applicant and loading these certificates onto the EPASS card during personalization; 6.Natively provide the ability to revoke digital certificates by contacting the ORC SSP System; 7.Provide card design capability to create various card layouts for printing a PIV card; 8.Operate in the absence of a directory infrastructure; 9.Natively utilize Oracle for the backend database; 10.Implement a biometric match during card issuance as specified in FIPS 201 using: (1) CrossMatch Verifier 310 LC Single/Dual Finger Scanner, and (2) a Precise 250MC Fingerprint Scanner; 11.Collect audit logging data for the card lifecycle from card personalization through card termination; 12.Support implementation on the Microsoft Windows Server 2003 Enterprise platform., 26000, EA; LI 002, One year of Annual Support and Maintenance, 1, Year; LI 003, Migration from current card management system, 1, job; For this solicitation, Environmental Protection Agency intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Environmental Protection Agency is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Offerors may not artificially manipulate the price of a transaction on www.FedBid.com by any means. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them.
