- NOTE TO SOLICITING FIRMS: This was originally under Sole Source/unrestricted NB818030-9-03347SRG and cancelled when a second tentative source was found. This originally was released as available to large business. When it was re-released under the new NB818030-9-03347-2-SRG it was erroneously entered as small business set aside and should have remained unrestricted. COMBINED SYNOPSIS/SOLICITATION Previously posted as sole source NB818030-9-03347SRG Tektronix 6 GHz Oscilloscope (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NB818030-9-03347SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29. (IV) This solicitation is being issued as a best value and is unrestricted and open to all sources. The associated NAICS code is 335999. The small business size standard is 500 Employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item: CLIN 0001 - Quantity 1- High-performance digital oscilloscope (VI) Description of requirements is as follows: The following are strategic requirements for CLIN 0001. -Tektronic or Comparable Brand, - Bandwidth of 6 GHz, upgradable to 20 GHz. - 50 GS/s real-time sample rate simultaneously on all 4 channels at ALL sweep speeds. - At least 300,000 wfms/s continuous update rate - not bursted. - Ability to turn ON and OFF the DSP waveform processing. - Pinpoint triggering schemes. - Full New Product Warranty (VII) Place of delivery is FOB Origin to NIST, 325 Broadway, Bldg 22 Boulder, CO 80305. Delivery shall be FOB Origin to Boulder, Colorado using the government FedEx account which will be provided by the soliciting government agency. (VIII) Required delivery is no later than 5 weeks after receipt of order; offerors shall state offered delivery ARO. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Sep 2006), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement and/or past performance references describing qualifications and ability to provide products, specifications of the product and to provide requirements listed in paragraphs (V) and (VI). (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: (list evaluation factors). Offers will be evaluated based on meeting the specifications set forth in paragraphs (V) and (VI), delivery date and price. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2006), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2007) applies to this acquisition. (XIV) The following clauses are also applicable to this acquisition: 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-35; 52.222-36 Affirmative Action for Workers with Disabilities; 52.225-3 Buy American Act-Supplies. Reference 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. (XV) The Government intends to award a firm-fixed-price contract type order resulting from this solicitation.
