- 1.0 Introduction Reclamation is proceeding to construct a temporary access roadway at San Acacia Diversion Dam in January 2009. As part of constructing the access roadway it was determined that installation of an MES is required to control access of the Rio Grande Silvery Minnow into construction areas. 2.0 Scope This SOW is for supplying water filled cofferdam structure and providing technical assistance during installation and removal of the cofferdam. The following list describes the work to be provided under this SOW: "The supplier shall provide all cofferdam materials to install between 400 linear to 800 linear feet. "The supplier shall ship all materials to the required location. "The supplier shall provide technical assistance to the Government for installation and removal of cofferdam. "The Contractor shall work with the following persons/personnel:oMiddle Rio Grande Conservancy District (MRGCD)oGovernment Contractor constructing the temporary access road.oReclamation personnel. "All work performed under this SOW is subject to the safe requirements found within the Reclamation Safety and Health Standards (RSHS). "Please see Section entitled "Site Location Map" for the project Site Map. 3.0 Objectives The Government's objective with this SOW is to install a MES (cofferdam) and construct a temporary access road to perform geotechnical investigations on the left river embankment at San Acacia Diversion Dam The following list provides an overview of project objectives: "The supplier shall provide all equipment and personnel to supply a cofferdam with a length ranging from 400 linear feet to 800 linear feet. This including shipping and handling. "The supplier of the cofferdam materials shall provide technical assistance to the Government on the installation and removal of cofferdam materials. "The Contractor shall work professional with all personnel involved with this project. 4.0 Work Requirements (Tasks) It is anticipated that the installation of the cofferdam could start during the week of January 12, 2009 and the removal of the cofferdam could start during the week of February 23, 2009, but no later then March 2, 2009. The installation of the cofferdam should take approximately one week to complete or remove. The supplier shall perform the following tasks: "All materials to construct 400 to 800 linear feet of cofferdam. "Ship all required materials for the cofferdam to the project site. "Provide technical assistance to the Government during the installation and removal of the cofferdam materials. 5.0 Delivery The Contractor shall submit the following documents 48 hours prior to mobilizing to the work site: "Company's Safety Plan, JHAs, and MSDS required for the above mention work."Certification of cofferdam materials."Confirmation of ship and receiving dates for cofferdam materials. 6.0 Government-Furnished Property No Government Furnish Property or Materials will be given to the supplier. The Government will have onsite a contractor constructing the temporary access road and can assist in the installation of the cofferdam materials. 7.0 Security and Safety The supplier before shipping cofferdam materials shall notify the following persons: "The Government 48 hours in advance of shipping cofferdam materials to the work site. "The Contractor's equipment shall comply with the requirements found in the RSHS and federal and state laws. "The Contractor shall follow all traffic codes which include speed restrictions, directional flow indicators, bridge load restrictions, and roadway weight restrictions during length of the SOW. "Reclamation's Safety and Health Standards (RSHS) can be found at the following web address: http://www.usbr.gov/ssle/safety/RSHS/rshs.html 8.0 Place of Performance The materials will be shipped to the Socorro Field Diversion or San Acacia Diversion Dam (SADD) is located on the Rio Grande approximately 16 miles northeast of Socorro, New Mexico. Access is obtained from taken Exit 163 on Interstate 25 and traveling through the community of San Acacia, New Mexico. The main road through San Acacia is paved until you reach the Socorro Main Channel then turn left onto the O&M access roads which runs along the Socorro Main Channel an improved gravel road for approximately 1 mile to the diversion dam.
