DESCRIPTION: THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATIONS (FAR) PART 10 MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of the RFI. In addition, contractors responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. The intent of this notice is to gather industry (specifically, Small Business) input on a possible follow-on requirement for records management services. In preparation for this upcoming re-procurement, the Office of the Comptroller of the Currency (OCC) is conducting market research to determine potential sources. The North American Industry Classification System (NAICS) code for this procurement is 519120 -Libraries and Archives. Provided below is a brief summary of the requirement. The Office of Public Affairs requires support to prepare, develop, and use historical research to commemorate OCC 150th anniversary; to develop and maintain comprehensive historical materials that provide context and insight into the agency and the history of the national banking system; and to develop historical material that support OCC public outreach programs. This support will involve research, consultation, and editorial activities as detailed below: 1. Research: - Document and Archival Research: Tasks in this category will consist of locating relevant documentary sources in government and other public or corporate archives; culling documents that shed light on key research questions, either as identified by the program manager or suggested by the contractor; and photocopying, quoting, or paraphrasing those documents, as appropriate. These sources may include the official files of the OCC and other government agencies and personal papers of OCC and other government and banking officials. -Oral History: Tasks in this category will involve identifying living individuals who played a significant role in the history of the OCC or who have useful insight into that history, conducting interviews as required, and preparing pre- and post-interview materials. -Secondary Research: Tasks in this category will consist of preparing literature searches to identify secondary sources -- books, articles, and scholarly and professional papers -- relevant to major and secondary topics supporting OCC history, and reading, digesting, summarizing, and photocopying passages from those sources. It involves responding to specific research questions arising in the preparation of the task-specific history projects. 2. Consultation: Tasks in the category will include the contractor providing planning, strategy, and ongoing consultation in person, by e-mail or by telephone to discuss themes, interpretations, and research questions. 3. Editorial: Tasks in this category will consist of writing and reviewing drafts of historical manuscripts, articles, and material and providing written and verbal feedback on grammatical, stylistic, organizational, and interpretational issues. Work may include the development of individual articles intended for publication in academic and popular press, for internal and external OCC use. 4. Design and Production: Tasks in this category include the design and presentation of historical information in various contexts which may include physical exhibit, multimedia presentation, broadcast radio or video products, or online presentation. Interested potential vendors shall submit a brief capability statement demonstrating how they plan to meet the above-mentioned requirement. Submissions shall be limited to no more than 15 pages. Submitted capability statements should include the following: (1) Name of vendor and DUNS; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement; (4) Experience in providing technical support including points of contact; (5) Federal contractual vehicles (e.g., GSA); and (6) Business size and classification (e.g., Small Business). The method of competition will be determined after all responses to this notice have been evaluated. No feedback will be provided regarding individual capability statements. Not responding to this RFI does not preclude participation in any further RFP, if any is issued. This RFI is issued to assess the level of interest and capabilities of all interested parties. No telephone calls will be accepted. All response shall be submitted to Brian Carper, via email at Brian.Carper@occ.treas.gov no later than 4:30 EST on December 19, 2008.
