- This synopsis announces a sole source negotiated procurement for planning and execution of the triennial drydocking availability of the Coast Guard’s icebreaker CGC HEALY (WAGB 20). HEALY is a 420 foot, 16,000 ton Polar research icebreaker homeported in Seattle, WA. The drydocking-specific work of its upcoming work package will be added to an option for FY10 topside-only maintenance under a contract between the Maintenance and Logistics Command, Pacific, Vessels Division and Todd Pacific Shipyards. The drydocking-specific work will include but not be limited to: Drydocking the Vessel, Underwater Body Inspections and Ultrasonic Testing, Preservation of Internal Underwater Appendages, Overhaul of Propulsion Shaft Bulkhead Seals, Inspection and Cleaning of Propulsion Shaft Seals, Clearance Checks for External Propulsion Shaft Bearings, Propeller Removals and Inspection, Propulsion Line Shaft Removals and Inspections, Propulsion Line Shaft Liner Renewals, Propulsion Shaft Coating Inspections & Test, Propulsion Shaft Coating Renewals, Propulsion Shafting Alignment, Removal and Inspection of Propulsion Tail Shafts, Renewal of Propulsion Tail Shaft Liners, Renewals of Propulsion Line Shaft Bearings, Renewal of Propulsion Shaft Stern Tube Bearings, Renewals of Propeller Blade Bolts, Maintenance of Fathometer Transducers, Maintenance of the Transducer Well, Main Seawater Strainer Overhaul, Overhaul of Sea Valves & Waster Pieces, Bow Thruster Hydraulic Piping Relocation, Port Rudder And Rudder Pintle Pins Removal, Clearance Checks On Rudder Stock Bearings, Inspection and Repair of Rudder Stocks And Liners, Inspection and Repair of Rudders, 100% Preservation of Rudders, Rudder Palm Bolt Modifications, Underwater Hull Plating Preservation, Freeboard Preservation, Cathodic Protection Inspection and Maintenance, Zinc Anode Renewal, and Multibeam Sonar Installation. Place of performance will be the contractor's facility. Period of performance will commence immediately upon return from mission on 10/20/09 and conclude no later than 03/24/10. Due to policy obligations outlined in Pacific Area Commander Instruction PACAREAINST 3100.D concerning geographical restrictions, and Commandant Instruction COMDTINST 3100.5A concerning crew employment and quality of life considerations, the sourcing of HEALY's drydocking availability must be confined to a single source, Todd Pacific Shipyards Corp.
