- Solicitation Number: W9124E-09-X-XXXX Notice Type: Sources Sought Directorate of Contracting, Fort Polk, LA Request for Information (RFI) TITLE: Conduct Various Training in Support of Possible Future Requirement This is a sources sought notice only. This is not a solicitation or presolicitation and this notice does not guarantee that a solicitation will be posted in the future. Fort Polk, LA seeks small business sources to provide the following training services: 1. Foreign Weapons training and familiarization: Contractor would be required to instruct cadre and other military personnel in basic and advanced marksmanship techniques on the use and implementation of various foreign weapons, to include but not limited to the AK-47, RPK, SVD, PKM and RPG-7. The contractor shall provide all weapons and ammunition for said training; 2. CounterInsurgency (COIN) Instruction: Contractor would be required to furnish management, labor, and materials necessary in performing all required work in accordance with the Counterinsurgency operations based on FM 3-24, the COIN Center for Excellence and Lessons Learned from OIF & OEF. Instruction will encompass both OIF & OEF operational environments. Subjects taught will include but not be limited to, Fundamentals of Insurgency; COIN Fundamentals; Fundamentals of COIN Targeting: Population Need, Security, and CMO; Intelligence Preparation of the Battlefield (IPB) in COIN; Areas, Structure, Capabilities, Organizations, People, and Events (ASCOPE) Brief; Local Human Intelligence (HUMINT); and, MDMP in COIN; 3. Cultural Awareness Instruction: Contractor would be required to furnish management labor and materials necessary in performing all required work and instructing military members to reach a complete cultural understanding of their deployment region, the lack of which creates difficulties for advisors. The military members must have a full understanding of the environment in which they will work, advise and make decisions in order to be effective in the mission. The scope of this training will educate the military members on: 1. the history of the region, 2. cultural, religious, and societal aspects, 3. the political situation, 4. the economic status, and 5. the military history of the applicable region. The military members must understand why Host Nation (HN) people interact with others in the manner that they do so as to enhance effective population interaction and, ultimately, to enhance the level of mission success. These factors all affect the equipping and training of HN Security Forces and add context to the mission. Comprehensive cultural awareness helps build better relationships with HN counterparts and enhances the advisory capability of the military. 4. IED Defeat and Counter IED: The Contractor shall provide fully qualified personnel with military or military support operational experience that includes but is not limited to the three principal areas below: a.Search / Tactical Site Exploitation; b.IED defeat/UXO; and c.Electronic warfare and countermeasures - Each Instructor shall have a working knowledge of and know the following Counter Radio control improvised explosive device Electronic Warfare (C.R.E.W.) systems equipment: DUKECHAMELEONSYMPHONY RED/GREENMMBJJUKEBOX ACRONBEACHICE/Mice WILLOWPECANLX GUARDIANBLUESPRUCE SSVJHUNTERCVRJ Each instructor shall keep current with all CREW systems. Each instructor shall know all vehicular mounted systems. Information obtained as a result of this notice will be used in completion of market research to determine the level of interest, particularly small business interest in providing these various training scenarios to Fort Polk, LA. The following information should be submitted with each response: (1) Name, address of company, point of contact, and phone number (2) Small Business declaration statement (if applicable) as defined by the Small Business Administration, (3) Central Contractor Registration (www.bpn.gov) and Online Representations and Certifications Application (orca.bpn.gov) proof of registration or statement of intent to register. (4) A list of references where the company has performed similar or relevant services.
