Description
The US Army RDECOM Contracting Center, Natick Contracting Division (NCD), on behalf of the Product Manager Force Protection Systems (PM-FPS), intends to award a contract on a sole source basis to L3 Communications Systems East (L3-CSE), 1 Federal Street, Camden, New Jersey for the Battlefield Anti-Intrusion Systems (BAIS), AN/PRS-9 system and spare parts. This action is for procurement of 258 BAIS systems, each of which is comprised of: three (3) each Kit, Seismic/Acoustic Sensor; one (1) each kit, handheld monitor; one (1) each Cover, electronic equipment. This procurement also includes BAIS spare parts, including: 72 each motion detectors; 50 each antenna motion detectors; 128 each MIC/GEO assemblies; 24 each radio receivers, 100 each antenna receivers, 50 each HMM programming cables, and 100 each earphones. BAIS is a compact, modular, sensor-based warning system that is used as either a tactical stand-alone system or as a supplemental device for other security missions. BAIS components consist of one Radio Receiving Set, AN/PSQ-16 and three seismic/acoustic Motion Detector Assemblies. The major functions of the system are to provide early warning and situational awareness information that is used and processed at the platoon, company, and battalion levels. The system provides intrusion detection and warning coverage across a platoons defensive front (450 meters) and transmits alarms to the receiver over two kilometers away. BAIS weighs 11.5 pounds, offers 599 channels for operation with up to sixty three sensors per channel, and uses the proven REMBASS-II sensors. BAIS offers small units and tactical commands a vital early detection, classification, and warning of personnel, wheeled, or tracked movement over two kilometers from the monitoring point. BAIS was developed to meet the requirements of the Platoon Early Warning Device (PEWD) Operational Requirements Document (ORD). BAIS is the only system that meets the requirements of the PEWD ORD. L3-CSE is the only source for BAIS. Therefore, the Government intends to solicit and negotiate directly with L3-CSE under authority of FAR 6.302.
