- Naval Sea Systems Command (NAVSEA) intends to award a sole source Basic Ordering Agreement N00024-09-G-5399 to Northrop Grumman Systems Corporation (NGSC), Sperry Marine Systems of 1070 Seminole Trail, Charlottesville, VA 22901 for repair and field engineering services in support of the AN/BPS-15/16 Radar Series for an ordering period of sixty (60) months. The contractor shall furnish services and material necessary for repair parts and repair, alterations, field changes, overhaul, refurbishment, maintenance, field engineering services, and design agent support for the AN/BPS-15/16 Radar Series. The BOA allows for the placement of firm fixed price (FFP) or cost-plus-fixed-fee (CPFF) type delivery orders for an ordering period of sixty months. NGSC Sperry Marine Systems is the sole manufacturer of the AN/BPS-15/16 Radar Series and is considered the only source capable of performing the required repair and field engineering services needed. Therefore, no other firm p! ossesses the technical expertise necessary to perform the work that will be required by the Government. The contract will be awarded pursuant to 10 U.S.C. 2304(c)(1), Only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.303. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered s! olely for the purpose of determining whether to conduct a competitive procurement.
