- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ854172 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. This is a small business set aside. Delivery and acceptance will be at Bethesda, Maryland. Delivery is 4-8 weeks after receipt of order. The National Institute on Drug Abuse on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for an imaging system in order to examine the molecular regulation of cellular and viral gene expression. The NINDS uses agarose gel electrophoresis in molecular cloning of DNA sequences and production/analysis of virus as well as for diagnostice PCR. The system needs to be capable to visualize a variety of gel satins (ETBR and CyberGreen.) The system must also be capable of comparable sensitivity and resolution as the X-ray film. This system will be stand alone. The system is cooled to -25 degrees C and real time read out. The system must have Quantum Efficiency (QE) of approximately 49% at 425 nm for chemiluminescence sensitivity. The system will also scan the images and provide analysis. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria are: (1) Ability to meet the technical requirements (2) past performance (3) ability to meet the delivery time. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
