Description
The Space Superiority Systems Wing (SYSW) intends to award a sole-source, Firm Fixed Price (FFP) contract for the payload processing facility needed to support an April 30, 2009 launch of the SBSS Block 10 satellite. The specific tasks to be performed for this contract are outlined in the attached SOW and will be performed at Vandenberg Air Force Base, CA. The estimated period of performance is 15 January 2009 to 30 April 2009. Of specific importance is the availability of the facility to process the spacecraft from 1 March 2009 to 30 April 2009. Approximate value for services is estimated at less than $1.3M. The intended source for this effort is Astrotech Space Operations Bldg 1036, Tangair Rd at Red Rd., Vandenberg Air Force Base, CA 93437, under the authority of FAR 6.302-1 - "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Government believes Astrotech is the only company capable of providing the subject requirements based on the Government's need dates for spacecraft processing and services. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or delays in fulfilling the agency's requirements. The attached Statement of Work (SoW) details the needs of the Government for spacecraft processing to include facility size, cleanliness requirements, mechanical and electrical interface requirements, and crane equipment which need to be in place for a spacecraft arrival of 1 March 2009. Any persons or companies interested can submit a written Statement of Capability (SOC) containing the following information: Company name, address, primary POC including phone number, statement facility availability for processing, description of facilities and equipment intended for use in support of this effort, commercial pricing information, commercial terms and conditions, and insurance coverage. Interested parties must have experience with processing spacecraft with ISO Class 7 cleanliness requirements in the offered facility. The facility must also meet the other requirements listed in the attached Statement of Work. Responses to this synopsis should be submitted via email in electronic format MS Word 2000 or newer format, or PDF format and must conform to 8.5" X 11" page size, type 12 font, with a maximum of 3 total pages (commercial pricing, terms/conditions, and insurance coverage does not count against the page limit), sent via email to: Roy Lee roy.lee@losangeles.af.mil and Major Roberto Acosta roberto.acosta@losangles.af.mil to be received NLT by 9:00 AM, PST, on 05 January 2009. Oral communications are not acceptable. Submittals that contain classified materials must be coordinated with either the primary or secondary points of contact. No contract award will be made on the basis of responses to this notice. The NAICS code for this announcement is 541330 with the applicable size standard of $25M. Any business in this area of expertise will be allowed to participate in the submittal of a SOC. Responses from small business and small, disadvantaged business firms are highly encouraged. However, all businesses must be capable to support operations pertaining to the description of services at the time of submitting a SOC.
