- The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for the Dry Dock and Repair of the USCG STATION PANAMA CITY 41’ UTILITY BOAT (UTB) 41495. The acquisition will be set-aside for Small Business Concerns. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The acquisition will be issued as a Best Value, Request for Quote (RFQ), on or about 5 January 2009. This Requirement will be evaluated using past performance as an evaluation factor. The standard industrial classification code is 3732 and the NAICS is 336611. All work will be performed at the contractor’s facility. The performance period will be Sixty (60) calendar days with a start date on or about 9 March 2009. Restriction: Restricted to an area no greater than 272 nautical miles from the UTB’s home station, on navigable waterways and no more than 30 nautical miles off shore. Home Station: Coast Guard Station Panama City, Thomas Drive, Panama City, FL 32407. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at https://fbo.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. FEDBIZOPS also contains an option for automatic notification service. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. The scope of work for this acquisition is but not limited to: Welding Repairs Flat Plate Renewal (Aluminum); Welding Repairs, Crack Repair (Aluminum); Ultrasonic Thickness (UT) Shot Inspection; Additional Ultrasonic Thickness (UT) Shots; Air Test Inaccessible Voids; Remove, Inspect, and Reinstall Rub Rail System; Renew Rub Rail Section; Renew Rub Rail Backer Strip; Renew Shear Bar Rail Section; Clean and Inspect Fuel Tank (Includes Disposal); Remove, Inspect, and Reinstall Both Propeller Shafts; Renew Port and Starboard Water-Lubricated Shaft Bearings; Remove and Reinstall Port and Starboard Propellers; Clean and Inspect Port and Starboard Engine Exhaust Piping System; Renew Fuel Oil Root Valves; Renew Sea Valves; Inspect and Overhaul Duplex Sea Strainers; Remove, Inspect and Reinstall Rudders; Routine Drydocking; Preserve Underwater Body – 100 %; Remove, Inspect and Reinstall Skeg; Remove, Inspect and Reinstall Sea Chest; Renew Lazerette Scuttle; and Provide Temporary Logistics. Trained welders who have been certified by the applicable regulatory code performance qualification procedures shall accomplish all welding and brazing.
