Description
This Sources Sought Notice is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Highway Traffic Safety Administration (NHTSA). The purpose of this Notice is to identify potential sources that may be interested in and capable of performing the work described herein. The NHTSA welcomes Corporate Capability Statements from all individuals and organizations. The NHTSA does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or NHTSA’s use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of NHTSA’s evaluation of the information received. As a result of this Notice, the NHTSA may issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against the NHTSA shall arise as a result of a response to this Notice. Scope: The U.S. Department of Transportation, National Highway Traffic Safety Administration’s (USDOT/NHTSA) Office of Behavioral Safety Research (OBSR) conducts research and evaluation projects dealing with behaviors and attitudes in highway safety. Program focus is on drivers, passengers, pedestrians, and motorcyclists. The OBSR intends to award a contract to assess the effectiveness of a sobriety checkpoint start time earlier in the day than what has traditionally been used, with accompanying signage, in raising public awareness of sobriety checkpoint activity and raising the public’s perceived risk of an alcohol-impaired driver being stopped and arrested. The basic research design will be for two intervention sites to implement the sobriety checkpoint program at two different times of the year separated by a minimum of six months, with the checkpoints augmented by variable message boards at other locations within the site communities. There also will be one comparison site that will not be implementing the program. In addition to obtaining sites and working with law enforcement agencies to implement the checkpoint program, the Contractor will conduct telephone surveys prior to, and immediately following, the intervention periods. This will include interviews with individuals who have a cell phone but do not have a landline phone. Projected Tasks are: 1) Prepare final refined work plan; 2) Recruit sites; 3) Prepare for baseline telephone survey; 4) Prepare for on-site intervention activity; 5) Conduct telephone surveys; 6) Implement sobriety checkpoint intervention activity; 7) Brief NHTSA on results; and 8) Submit final report. Capability: The corporate capability statement is expected to address the capabilities required to support the scope section above, along with the characteristics identified below. Experience and expertise carrying out collaborative efforts, information seeking tasks, and other work-related interactions with law enforcement agencies. Experience and expertise conducting telephone surveys, including telephone surveys among cell phone only respondents. Experience with methods for over-sampling younger persons when conducting telephone surveys. Experience and expertise in coordinating inter- and intra-site project activities, and establishing effective communication channels with sites. Availability of facilities and equipment to conduct 1,500 5-minute interviews within a 3 week period. Experience and expertise in quality control methods designed to obtain valid data. Demonstrably strong writing and editorial skills for preparing analytic reports. Format of Corporate Capabilities Statement: Any interested organizations should submit the Corporate Capability Statement which demonstrates the firm’s ability and interest in no more than 10 pages to perform the key requirements described above. All proprietary information should be marked as such. All respondents are asked to indicate the type and size of their business organization, e.g., Large business, Small Business, Small Disadvantaged Business, Women-Owned-Business, 8(A), Historically Black College or University/Minority Institution (HBCU/MI), educational institution, profit/non-profit organization, in their response. Interested offerors shall respond to this Sources Sought Notice no later than 15 calendar days from date of posting. E-mail is the preferred method when receiving responses to this Notice.
