- A Request for Proposal in electronic format only will be available for download on or about December 30, 2008 at www.fbo.gov No disks shall be mailed. Any resulting contract will be firm-fixed priced. The North American Industrial Classification System code is 237990, which has a size standard of $33.5 million in average annual receipts. Joint ventures must also be registered in CCR as a joint venture. We advise contractors begin this process as soon as possible should they be selected for the award. The solicitation shall be issued on a competitive sealed bid basis. The government shall not be responsible for bid preparation costs in the event the solicitation is canceled. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price and a bid guarantee for 20% of the bid price or $3,000,000, whichever is less shall be applicable. Therefore, the successful firm shall have the capability to acquire such bonding. The Davis-Bacon Act will apply. DESCRIPTION OF WORK: Construct rock revetment for Coastal Erosion Control at Unalakleet, Alaska, which include: obtaining, delivering, and placing approximately 15,000CY of Core Rock, 16,000 CY of B rock, and 18,000 CY of A rock for the revetment, remove and dispose of existing wood and other debris within the project footprint prior to rock placement, remove/relocate a six-inch outfall line, and other miscellaneous earthwork in the project area. The Contractor will furnish all labor, supplies, and materials to accomplish the work. Based on market research and the following changes have been made to the solicitation as compared to the previous solicitation W911KB-08-B-0008: a. The solicitation will include an Economic Price Adjustment clause to reimburse contractors for the actual fuel costs for the tugs; b. The solicitation will contain clauses for stored materials; c. The rock specification has been changed to allow core rock from Unalakleet and allow larger weight range for the specification for B rock. The Estimated Magnitude of Construction is between $25,000,000 and $100,000,000.
