- VA Connecticut Healthcare Systems intends to negotiate a sole source procurement with Edward Miller, 55 Windsor Road, Unit 2, Cranston, RI to provide Alzheimer's disease studies using the Clinical Antipsychotic Trial of Intervention Effectiveness-AD (CATIE-AD) database. Assist with the development of manuscripts, as needed, by conducting statistical analyses, summarizing the results of such analyses in tables, and preparation (including writing and revising the text) of manuscripts for publication in peer-reviewed journals, and presentation before professional conferences. Answer any technical questions relating to the database or how to run analyses using the data. The contractor must be able to conduct mental health services research studies using the MarketScan database. Assist with the development of manuscripts, as needed, by summarizing the results of such analyses in tables, preparation (including writing and revising the text) of manuscripts for publication in peer-reviewed journals, and presentation before professional conferences. The contractor is also required to have a Ph.D. in health services organization and policy and have at least 5 years of experience in aging and long-term care, as well as with successfully designing, implementing, managing and preparing written reports, manuscripts, and presentations pertaining to the determinants and effects of service use among vulnerable populations. The contractor must have the ability to use SAS statistical software for managing and analyzing large administrative claims databases, and have appropriate computer equipment and software to manage and analyze large databases. The contractor must possess resources to include fax equipment, broadband computer connection and telephone for regularly exchanging information with the Director of NEPEC. The contractor must have access and experience working with both the CATIE-AD and MarketScan databases on projects related to service use and outcomes among populations with Alzheimer's disease and mental illness more generally. This procurement is under the authority of FAR 6.302. Businesses who feel they may be capable of providing these services shall submit all applicable information to VA Connecticut by December 19, 2008. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination based on responses to this notice is solely within the discretion of VA.
