- The Naval Air Warfare Center Weapons Division, intends to modify anexisting Time and Material, Indefinite Delivery/Indefinite Quantity contract toprocure on an other than full and open competition basis from Bell Helicopter Textron, Inc. P.O. Box 482, Fort Worth, TX 76101-0482 an additionalten (10) months of Contractor Engineering Technical Services (CETS) in supportof the H-1 aircraft and associated support equipment in connection with the AH-1W weapon system for the Naval Air Technical Data and EngineeringService Command (NATEC). These avionic systems are designed, developed, andmanufactured by Bell Helicopter. They possess proprietary technical data required to fullysupport the H-1 Aircraft. The requirement is for CETS to provide various fleetand shore activities for the purpose of informing, instructing and training Department of Defense personnel in the installation, operation andmaintenance of the H-1 Aircraft. Access to and understanding of the technicaldatabase for specific equipment is essential. Bell Helicopter specialists havethe capability to provide technical expertise to meet any challenge. They are the only source availablewith requisite data and specific technical support personnel knowledgeable ofthis equipment. No other firm possesses the required data and expertise on this equipment. The Government has not developed or acquired atechnical data package that could be used to competitively solicit thisrequirement or be used by any other source to provide an acceptable level of support. The offer must have complete and detailed informationthat includes the total number of employees and professional qualifications of personnel speciallyqualified in the CETS area as outlined; an outline of previous CETS effortsincluding specific services previously performed or being performed in the listed CETSarea; specific resumes of representatives detailing their qualifications and any other availabledescriptive literature.
