- THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This Synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting Synopsis and Solicitations to the Internet, NECO is the alternative in case FBO is unavailable. It is the responsibility of the potential offerors to monitor FEDBIZOPPS (FBO) for changes and updates. Hard copies of the solicitation or Bidders List WILL NOT be provided by the contracting office - these items are available for download directly from either website. Please use either site to access all solicitation information posted by Naval Facilities Engineering Command, Mid-Atlantic. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible business firms capable of performing Design-Bid-Build construction services for the construction of an Aircraft Parking Apron Addition at the New River Marine Corps Air Station, Camp Lejeune, North Carolina. The target award range for this project is estimated to be over $5,000,000. This Source Selection Best Value Single Phase project is set aside for small business. The appropriate NAICS Code is 237990. This Design Bid Build project consists of constructing 38,700 square yards of aircraft apron expansion. The apron will consist of 10" concrete over a 6" base and a compacted subgrade. Electrical utilities will include apron perimeter lighting, electrical ductbank, and electrical manholes. Mechanical utilities include installation of airfield rated covers on monitoring wells. Site improvements will involve the installation of airfield drop inlets, airfield storm manholes, and piping; and extension of 175 linear feet of 8' x 14' steel pipe arch culvert. The work also includes mooring eyes in the apron concrete, airfield markings, FOD protection barriers, and stormwater management. Demolition will involve drainage piping, airfield edge lighting, and underground electrical connections. Sustainable principles will be integrated into the design, development, and construction of the project. All prospective offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov), the Online Representations ad Certifications Application (ORCA) database (www.orca.bpn.gov), and be willing to register on the VETS 100 website (https://vets100.vets.dol.gov) (after award) in order to be eligible for award. Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for Federal contract awards. The Solicitation (N40085-09-R-3203) will be a Single Phase process.
