Sources Sought:Construct Three Grow The Army Readiness Centers; Papago Park Military Reservation, Phoenix, AZ; Florence Military Reservation, Florence, AZ; and Camp Navajo, Bellemont, AZ. Synopsis:This is a sources sought announcement and a market survey for written information only. This is NOT a request for proposal or solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted and there is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The United States Property and Fiscal Office for Arizona (USPFO-AZ) Purchasing and Contracting (P&C) Office is conducting Market Research to determine interest of potential sources as PRIME Contractors. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government. Responses to this sources sought/market research notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. The execution of these projects is subject to availability of Federal Funds. The USPFO-AZ P&C Office is seeking qualified and interested HUBZone Small Businesses, with a first priority on U.S. Small Business Administration (SBA) certified HUBZone 8(a) concerns, and a second priority to HUBZone Concerns with current relevant qualifications, experience, personnel, and capacity/capability to perform as Prime Contractor on proposed projects: Sources with current relevant qualifications, experience, personnel, and capability to perform as Prime contractor must meet eligibility standards on proposed project IAW 13 CFR Part 125.6 and SEC 126.616 (requirements for a joint venture). Three (3) Grow The Army (GTA) Readiness Centers Administration Buildings: Papago Park Military Reservation (PPMR), Phoenix, AZ; Florence Military Reservation (FMR), Florence, AZ; and Camp Navajo (CN), Bellemont, AZ. The magnitudes of construction for these three projects are estimated between: PPMR -$10,000,000.00 and $25,000,000.00; FMR - $10,000,000.00 and $25,000,000.00; and CN - $10,000,000.00 and $25,000,000.00. The NAICS Code is 236220 with a Small Business Size Standard of $ 31.0 Million. The government will use responses to this SOURCES SOUGHT announcement to make appropriate acquisition decisions in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 19. The project is for new construction. THESE THREE PROJECTS WILL NOT BE BUNDLED. Description of construction includes: Project Title: Papago Park Military Reservation (PPMR) Readiness Center (GTA) -Project Number: 040226 1.GENERAL: New Readiness Center of approximately 90,110 square-foot (SF), including: administrative, assembly, education, storage, maintenance shop, vault and training areas. Flammable Materials Facility of approximately 250 SF included in 90,110 SF listed above. Controlled Waste Facility of approximately 300 SF included in 90,110 SF listed above. Supporting facilities to include site improvement, utilities, parking, and drainage. All utilities to this new facility shall be individually metered. Telcom (I/T) system design to include Mass Notification System IAW AT/FP criteria. Security Engineering, anti-terrorism force protection (ATFP). LEED certification Silver and Building Commissioning construction and design will be required and monitored. 2.Facility to be permanent steel frame and decorative concrete block, with concrete floors and standing seam metal roof, cost effective energy conservation mechanical and electrical equipment, pre-wired work stations, and emergency power generator back-up. Supporting facilities include military and POV parking, security fencing and lighting, force protection, sidewalks, exterior fire protection, access roads, detached facility sign, flagpole and extension of utility lines and hook ups. Project Title: Florence Military Reservation (FMR) Readiness Center (GTA) - Project Number: PN0400170 1.GENERAL: New Readiness Center of approximately 55,493 SF including: administrative, assembly, education, storage, maintenance shop, vault and training areas. Flammable Materials Facility of approximately 150 SF included in 55,493 SF listed above. Controlled Waste Facility of approximately 300 SF included in 55,493 SF listed above. Supporting facilities to include site improvement, utilities, parking, and drainage. All utilities to this new facility shall be individually metered. Telcom (I/T) system design to include Mass Notification System IAW AT/FP criteria. Security Engineering, anti-terrorism force protection (ATFP). Flammable Materials Facility of approximately 150 SF, included in 52,680 SF listed above. Controlled Waste Facility of approximately 300 SF included in 52,680 SF listed above. Supporting facilities to include site improvement, utilities, parking, and drainage. All utilities to this new facility shall be individually metered. Telcom (I/T) system design to include Mass Notification System IAW AT/FP criteria. Security Engineering, anti-terrorism force protection (ATFP). All interested SBA HUBZone 8(a) and HUBZone Concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal for this project as a prime contractor no later than (NLT) 02 January 2009. If you believe your firm is qualified and have the necessary experience and bonding capacity to manage contracts of these facilities, provide a written response, which shall not exceed 5-10 pages, to include: (1) positive statement of intent to respond to any future solicitation as a Prime Contractor; (2) identification of concern/firm with appropriate SBA certification/documentation (including DUNS/CAGE), where applicable, status of potential contractor will be verified via SBA PROnet; (3) listing of projects, with synopsis, completed as Prime Contractor which were completed during the past three years, both for government and private industry (emphasis on Federal Government projects), that are similar in complexity and dollar value to the proposed projects, citing the percentage of self-performed work for prime contractor projects. The listing of experience of Project Management, how much involved and extent, type of project, dollar value, contract number, location and point of contacts (POC) information to include customer information name, address and contact phone number; (4) brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract; (5) Bonding capacity. Provide name, address and phone number of surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. Because the government reserves the right to set this acquisition aside for SBA HUBZone 8(a), or HUBZone concerns based on the responses it receives, it is imperative that firms respond with the required information for capabilities to be accurately evaluated. Respondents will not be notified of the results of the evaluation. However, USPFO-AZ will utilize the information for technical and acquisition planning purposes. All proprietary information not to be disseminated in Government documents must be clearly identified. Your response to this sources sought announcement must be received by 12:00 PM January 02, 2009.
