- 1. Vessel(s) Required: Request voyage charter for a U.S. or foreign flag self-sustaining LO/LO or RO/RO/LO/LO combination vessel to lift approximately 396 pieces totaling 41,214 sq. ft. and 8,987 MTONS at a minimum speed of 15 knots. The cargo consists of wheeled vehicles, break bulk, containers and ammunitions; reference attached cargo list. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 62898, Nov 7, 2007, or most current reference), preference will be given to U.S. flag vessels and VISA participants. 2.
