Description The Defense Business Transformation Agency (BTA) is seeking qualified Service Disabled Veteran Owned Small Business (SDVOSB) sources ONLY that can provide the professional support services described in the attached Statement of Objectives (SOO). The purpose of this Sources Sought Notice is to determine if qualified sources exist for a SDVOSB set-aside. Interested SDVOSB firms are invited to respond to this Sources Sought Notice by providing the following information (prefer limit of five (5) pages not inclusive of the cover page): (1) Name and address of applicant/company (Corporate/Principal Office) (2) Name, telephone number, fax number, and e-mail address of point of contact (3) General Service Administration (GSA) contract number (if applicable) (4) CAGE Code and DUNS Number (if applicable) (5) Confirmation of business type (SDVOSB) (6) Capabilities statement which summarizes relevant experience, knowledge, and capabilities consistent with the effort (SOO) described. The capabilities statement should provide sufficiently detailed descriptions to allow an accurate assessment of relevancy and nature and quality of work performed. Respondents should include any specific contracts where the respondent was materially involved at a comparable level of effort. Additionally, respondents should identify whether they currently possess the experience and financial and human resources to perform this work in-house or would a subcontract for more than 50% of the work be necessary. This is not a request for proposals. Please do not submit proposals at this time. The BTA is only seeking sources for market research at this time to determine the availability of SDVOSB able to provide these professional services in the Arlington, Virginia area. A determination as to whether this acquisition will be a set-aside or full and open competition will be based upon responses to this notice. Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. No cost data should be submitted. The Government will not pay for any materials provided in response to this Sources Sought Notice or any follow-up information requests. Submittals will not be returned to the sender. Draft Statement of Objectives (SOO) Enterprise Integration (EI) Support for Defense Business Transformation Agency (BTA) (For Information Purposes Only Sources Sought Notice) 1. Background. For the last several years, the Department of Defense (DoD) has been engaged in a broad effort to transform its business operations to support 21st Century national security requirements. In support of that effort, the Business Transformation Agency (BTA) was established as a DoD Agency whose mission is to guide the transformation of business operations throughout DoD and deliver enter-prise-level capabilities that align to war-fighter needs and support national security requirements. Informa-tion on the BTA may be found at http://www.defenselink.mil/bta/. Additionally, an Enterprise-level frame-work was established that includes six Business Enterprise Priorities (BEP) targeted to improve business capabilities across the range of personnel, logistics, real property, acquisition, purchasing and financial capabilities. Information on the BEPs and enterprise programs can be found in the 2007 Enterprise Tran-sition Plan (ETP) located at http://www.defenselink.mil/dbt/products/2007_BEA_ETP/etp/ETP.html. To accomplish its mission, the BTA is concentrating its focus on a few critical lynchpins or focus areas. One key focus area for the BTA is an effort to Rationalize the Enterprise. The BTA is working to trans-form DoDs strategy of where and how each business capability is enabled by business systems. In gen-eral, this strategy recommends that transactional systems generally be managed at the Component level and leverage DoDs investments in the Enterprise Resource Planning (ERP) systems, thereby enabling integrated end-to-end processes along each line-of-business based on standards defined at the Enter-prise level. Another focus area for the BTA is Supporting the Accelerated Deployment of Component ERPs. ERP technology represents the cornerstone of DoD efforts to streamline business process execution and in-crease Enterprise-level visibility for business information management. As part of this focus area, the BTA has worked with Component ERP programs to resolve issues, provide stakeholder education, and help each align these ERPs with the BEA and related standards such as Standard Financial Information Structure (SFIS). 2. Objectives: This Statement of Objectives (SOO) is intended to provide support to the BTA and the En-terprise Integration (EI) Directorate. The EI Directorate acts as transformation champion for Enterprise Business Systems and Component ERP programs. The Directorate establishes business partnerships across the DoD community to facilitate successful delivery of enterprise-level capabilities for ERP applica-tions and enterprise business intelligence and services. The EI Directorate seeks to leverage best prac-tices across DoD enterprise resource planning initiatives and work toward rapid adoption of DoD-wide in-formation process standards. Specific objectives include: "Provide ERP implementation expertise that is leveraged by a majority of ERP programs in the Department; "Provide advisory services for enterprise business systems that are critical to the success of the Departments ERP programs; "Address BEP integration challenges by evaluating priorities and the alignment of systems and ini-tiatives targeted to improve ERP capabilities; "Facilitate efforts to share ERP best practices throughout the enterprise; "Develop a new model for ERP testing that addresses the challenges of both the DoD 5000 and the more recently deployed Business Capability Lifecycle (BCL) policy. 3. Scope. The scope of this SOO includes a full range of Oracle and SAP ERP technical services and ERP Program advisory services necessary for the BTA to satisfy its support mission with respect to im-proving business capabilities across the range of personnel, logistics, real property, acquisition, purchas-ing and financial capabilities. Certain skilled experienced professional and/or technical personnel are essential for successful Contractor accomplishments of the work to be performed. These are defined as Key Personnel. No substitutions shall be made of accepted key personnel except for sudden illness, death, or termination of employment. All such substitutions shall be approved by cognizant government officials. Key personnel shall be avail-able and working in the Government furnished space with the program, for a minimum of thirty hours per week. Required Skill Set - Functional consultant with over 10 years of ERP (SAP or Oracle) configuration experience that includes; FI-General Ledger, FI-Accounts Payable, FI-Accounts Receivable, Special Ledger, FI- Legal Consolidation, EC-CS Legal Consolidation, Functional Areas Cost of Sales Ac-counting, CO-Cost Center Accounting, CO-Profit Center Accounting, CO-Profitability Analysis, CO-Internal Orders and CO-Cost Allocations, Planning-Budgeting, Project Systems, Fixed Asset Man-agement, MM purchase order, purchase requisition to cash, check clearing, IS-Banking, and HR-Travel Management, Report Painter/Writer, Query, Business Warehouse Configuration. SD - cus-tomer orders and billing. Master and transaction data import/export from legacy systems to ERP (SAP or Oracle). Technical skills to include system selection, hands-on configuration, full lifecycle project management, extensive reengineering efforts and translated management needs into productive ERP (SAP or Oracle) solutions. Functional and systems implementation knowledge of the DoD. 4. Tasks. Task 1 - Support will include providing on site, full time personnel in direct operational support for the implementation of the BEA and enterprise standards in the ERP systems throughout the DoD. The Contractor will help facilitate management decisions regarding resources and tradeoffs and aug-ment/support providing independent, unbiased, expert input, and broad level views of ongoing activi-ties. The Contractor will be available for inclusion in presentations and briefings to senior department officials and outside agencies. Contractor will assist in the coordination and de-confliction of significant events to ensure the proper alignment and order of activities and assist in the tracking performance measures for Business Transformation (BT) and specific programs. The Contractor will assist in the maintenance of general and detailed project management schedules, charts of inter-related activities, critical path determinations, and long term objectives and with strategic planning efforts to vector BT activities in accordance with most recent directives. The Contractor will provide input for weekly, monthly, and quarterly reports of status and activities and facilitate establishment of meetings and work groups across BT. The Contractor will assist with monitoring programs for alignment with BEA, the Presidents Management Agenda (PMA) and other Federal initiatives, researching previous or pro-posed legislation, policies, management initiatives, or Budget Actions impacting BT as needed. Task 2 - Support in the areas of business transformation, supply chain management and/or organiza-tional change. Contractor support includes full time on site Subject matter experts: Providing integra-tion advice for ERP connections to Supply Chain Activities, identifying opportunities for improvement of DoD Value Chains, identifying opportunities for cost reductions in business operations, identifying im-provements in procurement activities of DoD delivering value based, industry oriented best practices that will drive operational improvements across DoDs business operations, improving DoD supplier relationships to effect improved supply chain integration, and designing performance metrics to monitor improvements in performance across the scope of BT. The contractor will also be responsible for identifying, quantifying and assisting in the planning of DoDs supply chain transformation, providing advice and recommendations on behalf and in support of the DEI office for all activities associated with the identified enterprise initiatives consistent with the vision, mission, and goals of the DoD, attend and represent DEI office at Joint Requirements Boards, Users Groups, Change and Configuration Control Boards, and other working groups as required in support of the above initiatives and programs, prepar-ing associated minutes, reports, and other updates as necessary, and establish and lead focus groups in support of enterprise initiatives as required to identify associated processes and data requirement. Task 3 - Contractor will evaluate and further the application of technology and standards to the movement of transactions and supporting data throughout a supply chain. Advanced Information Technology (AIT) and Unique Item Identification (UID) are, respectively, maturing and evolving concepts which must be modeled and tested in order to demonstrate improvement in customer fulfillment and enriching information content within the logistics area. An integrated approach, within an already defined Supply Chain Opera-tional Reference (SCOR) modeled architecture is needed for developing technical solutions to logistics domain problems. Architectural consistency across the logistics enterprise is essential. Stakeholders across the Logistics Enterprise must have visibility into Logistics as part of the BEA in order to ensure Lo-gistics remains responsive to policy and domain requirements. The task provides support to the war-fighter in the form of improved capabilities, i.e. tools, rapid access to necessary knowledge and informa-tion in a secure, reliable and flexible environment Task 4 - Support in the areas of business transformation, financial management and/or organizational change. Contractor support includes full time on site Subject matter experts: Providing integration advice for ERP connections to Financial Activities, identifying opportunities for improvement in DoD, Identifying opportunities for cost reductions in business operations, identifying improvements in financial activities of DoD delivering value based, industry oriented best practices that will drive operational improvements across DoDs business operations, improving DoD and designing performance metrics to monitor im-provements in performance across the scope of BT. The contractor will also be responsible for identify-ing, quantifying and assisting in the planning of DODs financial management transformation, providing advice and recommendations on behalf and in support of the DEI office for all activities associated with the identified enterprise initiatives consistent with the vision, mission, and goals of the DoD, attend and represent DEI office at Joint Requirements Boards, Users Groups, Change and Configuration Control Boards, and other working groups as required in support of the above initiatives and programs, preparing associated minutes, reports, and other updates as necessary, and establish and lead focus groups in support of enterprise initiatives as required to identify associated processes and data requirement. Task 5 - Provide overall support to the DEI office in order to ensure effective and efficient completion of all tasks to include: providing strategic, tactical and general operational support to the DEI office. The Con-tractor shall provide full time support to manage individual taskings to ensure work products are available within the required timeframe. Support may include but is not limited to: development of office concept of operations manuals and guides, preparing draft memoranda on a variety of subjects and staffing these memoranda for coordination with appropriate Office of the Secretary of Defense (OSD) level staff organi-zations, responding to inquiries from external offices including, the Government Accountable Office (GAO), Office of Management and Budget (OMB), Congress and other Federal Agencies. The Contractor will also be responsible for responding to inquiries from across DoD, preparing background information to Senior Executives who will be testifying before Congress, providing support to the Investment Review Boards, participating in program reviews of enterprise-wide programs, participating in program reviews of selected component programs and providing recommendations to DEI governance structure and drafting associated Memorandum of Understanding/Agreements as required. 5. Security. All work performed will be UNCLASSIFIED in nature. The contractors key personnel shall be US citizens. Furthermore, they shall either have OR be able to obtain a favorably adjudicated back-ground investigation and clearance as required by DoD Regulation for the duties performed and level of classified information to be accessed prior to starting work at the BTA. Contractor personnel will be required to obtain a CAC. Contractor personnel must obtain a functioning CAC and current building badge that will provide access to the Governments facility. The CAC will allow the holder to log onto the LAN, access Public Key Infrastructure (PKI) enabled web sites, access.mil email, and send/receive digitally signed and encrypted emails. The CAC is not considered to be a badge. 6. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). Government Fur-nished Property (Material, Equipment and/or Information) will be provided in support of the performance of this effort. As determined by mutual agreement, the Government will provide additional property that may be required in the performance of this effort. At the request of the Government, or at completion of this effort, The Contractor shall immediately return any Government-provided property, including any equipment, specialized or off-the-shelf software, and all other property provided by the Government for the Contractor to use to complete this effort. Upon commencement of this effort, unless otherwise indicated, the Government will provide the following property to the Contractor: "The government intends to provide the office space and necessary equipment (e.g., modular desk space, telephone, network connectivity, printer access, plotter access, copiers, and con-ference rooms) to the contractor personnel. "The government will also provide desktops and laptops to the contractor personnel as appro-priate. 7. Other Pertinent Information or Special Considerations. a. Identification of Non-Disclosure Requirements. The Contractor shall ensure that the Non-Disclosure Statement is signed by all staff assigned to or performing on this Task order before performing any work, including all subcontractors and consultants. The Contractor shall also ensure that all staff un-derstand and adhere to the terms of the non-disclosure statement, protecting the procurement sensitive information of the Government and the proprietary information of other contractors. Assignment of staff who have not executed this statement or failure to adhere to this statement shall constitute default on the part of the Contractor. b. Data Rights. Unless the Contracting Officer agrees in writing to different rights, the Govern-ment will be provided unlimited rights to all software and data produced in performing this task/effort. (FAR 52.227-14). c Travel. The Contractor shall perform travel as required to attend meetings necessary to sup-port the requirements as stated in the SOO. All travel shall be coordinated through the Business Trans-formation Agency, Enterprise Integration Directorate and approved by the COR prior to execution of travel. All Travel and per diem costs shall be in accordance with the Joint Travel Regulations.
