Description
The procurement will design and construct a standard design unit operations facilities. This is FY08 GTF Unit Operations Facilities, Tactical Equipment Maintenance Facility, Fort Eustis, VA. The project includes vehicle maintenance shop, organizational vehicle parking, oil storage building and deployment equipment storage. Install intrusion detection systems (IDS). Connect to the Fort Eustis utility monitoring and control system (UMCS). Provide special foundation to address varying soil conditions. Supporting facilities include utilities, electric service, exterior lighting, communications, natural gas, modifications to existing water and sewer systems, fire protection and alarm systems, paving, walks, curbs and gutters, parking, storm drainage, information systems and site improvements. Heating and air conditioning will be provided by self-contained systems. Anti-terrorism/force protection measures include laminated glass and other minimum building design elements, as well as barriers and visual screening. Access for the disabled will be provided in public areas. Comprehensive building and furnishings rlated. The evaluations factors for this procurement is as follows, listed in descending order of importance. FACTOR 1 Design Technical, (1) Building Functional and Aesthetics (2) Quality of Building Systems and Materials (3) Site Design (4) Sustainability FACTOR 2 Performance Capability (1) Specialized Experience (2) Past Performance (3) Proposed Contract Duration and Summary Schedule (4) Organization/Technical Approach (5) Key Personnel Capabilities and Experience and (6) Small Business Utilization. Offerors will be evaluated on both technical quality and conformance to the solicitation and price. The Government reserves the right to reject any or all proposal prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED ANY AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED. THIS PROCUREMENT IS AN UNRESTRICTED PROCUREMENT. The construction duration is 540 calendar days from receipt of Notice to Proceed. The magnitude of construction is estimated to be $14,300,000.00. The receipt date for proposals is February 13, 2009 by 2:00 pm. NAICS CODE 236220 applies to this procurement. Submission requirements (plans/specs) will be available on/about January 6, 2009 via Federal Business Opportunities (FedBizOpps, https://www.fbo.gov). Search on W91236% for solicitations issued by Norfolk District. No hard copies will be available. Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database in order to obtain access to FedBizOpps. CCR Registration must also be active and current to be eligible for contract award.
