- Description
- The selected vendor must be capable of providing operational, administrative, technical and management planning support for the AMARG Business System (ABS) which consists of the following COTS programs: Oracle Federal Financials, Oracle Product Site, Oracle Discoverer, Workplace, MAXIMO, and Networks MTO. The contractor will be responsible for optimizing the use of the ABS and will identify areas for process improvement initiatives. The contractor requires validated experience with DoD & Air Force Material Command (AFMC) Logistics and Financial systems. Experience is required using applications contained in the AF Enterprise Resource Planning (ERP) system identified as the Expeditionary Combat Support System (ECSS). The contractor shall provide the functional support planning required for improvement of business practices through simplification of processes and the elimination of non-value added activities. They will require proven experience in the Air Force Continuous Process Improvement (CPI) programs and to provide extensive knowledge using Lean and Six Sigma as well as other methods. The contractor will be responsible for facilitating the mapping of current state processes, identifying bottlenecks, recommending solutions, mapping the future state, providing the policy and procedure impacts and actions required to ensure compliance and providing follow-up to validate and audit sustainment /institutionalization of process improvement initiatives. All activities will be documented. The contractor shall assist the government with organizational change management to include development of local training when required, providing instruction to government and contract personnel and assisting in the development or coordination of policies and procedures. The contractor shall have experience in systems/cost/financial/production analysis and be capable of performing business case analyses to include return on investment calculations. They will develop adhoc queries and standard production/financial reports using Oracle Discoverer. The contractor will require experience in long-term strategic planning and will assist management and perform taskings in the development/tracking of the AMARG strategic plan.
